Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 7 working days.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control,confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, anddecisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management, training and ethics across the Organization.

 

OSCE has had a gender-intensive learning programme for many years. We would now like to transform this into a blended programme with the following components:kick-off webinar, 2-day face-to-face learning programme (Vienna); follow-up webinar. The programme is designed to cover topics such as: key gender concepts, gender mainstreaming in the OSCE's three dimensions, methodologies and tools for gender mainstreaming, gender equality as an instrument for peace and security, integrating a gender perspective in the project cycle, including development of project or programme documents, introduction to gender-responsive budgeting and tracking of resources, gender-responsive audit, monitoring and evaluation, gender-sensitive communications (speeches, speaking points, briefing notes, background papers, images, publications, language), inclusion of gender into operational policies, administrative instructions and other directives on finance/ procurement/IT/human resources/management services/security, effective strategies for communicating with key stakeholders.

The course is engaging through the practical use of case studies, exercises and role plays matching the OSCE environment. Participants will be engaged individually on their particular learning needs. The target audiene of the course is comprised of the OSCE Gender Focal Points; members of Gender Working Groups; as well as staff who work on programmes/projects.

     
Tasks and Responsibilities    
     
   

The expert will work under the general supervision of the Chief, Learning and Development Unit and the Senior Adviser on Gender Issues, and will be tasked with:

 

  1. Liaising with DHR/Learning and Development and OSG/Gender Section to review learning needs as they relate to gender mainstreaming;
  2. Designing a pre-course homework assignment, pre-course assessment test, and delivering a kick-off webinar;
  3. Designing and updating a two-day intensive course on gender mainstreaming, with a focus on gender equality in the three security dimensions of the OSCE;
  4. The courses should include a number of case studies and practical exercises designed to increase practical skills and knowledge of participants to apply gender mainstreaming in their work;
  5. Overall facilitation of the intensive two-day programme on gender mainstreaming in the OSCE;
  6. Evaluating the outcome of the programme and assessing the skills and knowledge level of the learners; sharing feedback and recommendations for follow-up with DHR/Learning and Development and OSG/Gender Section;
  7. Preparing all related material, including Power Point presentations, reading material, handouts, exercises, case studies, role plays, etc.

Necessary Qualifications    
     
   
  • Second-level university degree in gender studies, law, social sciences, or related field;
  • Minimum of six years of experience working on promoting gender equality, with at least three years of demonstrated experience in developing and delivering courses on gender mainstreaming, preferably at the senior level;
  • Knowledge of gender mainstreaming and gender-responsive budgeting methodologies and tools, and adult learning theory;
  • Demonstrated adult learning skills and ability to use interactive and innovative learning methods;
  • Professional fluency in the English language;
  • Experience working in international organizations is desirable;
  • Flexibility and ability to meet deadlines;
  • Ability to work in a multi-cultural environment.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s/expert’s qualifications and experience and in accordance with the OSCE established rates.
