“Strengthening Democratic Control of the Ukrainian Armed Forces in the Area of Interaction with Civil Society” project

Background information:

Politico-Military Unit of the OSCE Project Co-ordinator in Ukraine implements the project “Strengthening Democratic Control of Ukrainian Armed Forces in the Area of Interaction with Civil Society” together with the Ministry of Defence. The project objective is to build Ukrainian military authorities’ capacity for raising awareness of the key DCAF principles among their personnel and promoting interaction of the armed forces with civil society as one of the key DCAF areas.

The project is based on previous-years’ initiatives implemented by the OSCE Project Co-ordinator in Ukraine and the Ministry of Defence and is focused on interaction between the armed forces and civil society as one of the key DCAF areas. The PCU uses the assessment and the roadmap as the basis for the PCU’s projects in this area. In 2018, in order to assess the situation in Ukraine with democratic control of armed forces, the PCU conducted the Baseline Assessment of Democratic Civilian Control of the Ukrainian Armed Forces. The Assessment demonstrated the lack of awareness of the military about DCAF, its key principles, and the need for their promotion at the Ukrainian Armed Forces and the Ministry of Defence.

In order to raise awareness of the key DCAF principles with the military personnel of the Ukrainian Armed Forces, the PCU needs to involve both national and international experts on democratic control of armed forces to provide services as per the tasks described below.

Please note that this is a consultancy assignment of a temporary nature. The consultant will be required to work from home and travel to Kyiv to participate in the event within this assignment, if necessary.

Tasks:

In co-operation with three national and two international experts, the incumbent will focus on one the assigned areas (1) interaction of the armed forces with civil society, (2) rights of military personnel (3) gender equality in the armed forces or (4) language as a factor of national security, and will be respectively tasked to:

1) Elaborate a guidebook on interaction of the Ukrainian Armed Forces with civil society:

 analyze the current Ukrainian legislation and policy documents of the Ministry of Defence and General Staff of the Ukrainian Armed Forces in the field of interaction of the armed forces with civil society;
 conduct interviews at the Ministry of Defence, Public Council by the Ministry of Defence, General Staff of the Ukrainian Armed Forces, National Defence University, Ukrainian Parliament Commissioner for Human Rights, Government Commissioner for Gender Policy and civil society organizations regarding interaction of the Ukrainian Armed Forces with civil society;
 analyze and apply the OSCE Baseline Assessment and Roadmap on Strengthening Democratic Control of the Ukrainian Armed Forces in the area of interaction of the armed forces with civil society;
 analyze and apply Code of Conduct on Politico-Military Aspects of Security and Security Sector Governance and Reform: Guidelines for OSCE Staff;
 analyze and apply available literature in the area of interaction of the armed forces with civil society;
 monitor the implementation of Article 10: Public Oversight in Part III. Democratic Civilian Control of the Law on National Security of Ukraine;
 monitor the implementation of the Cabinet of Ministers of Ukraine’s Resolution no. 996 “On Ensuring the Participation of the Public in the Formation and Implementation of State Policy”;
 monitor the implementation of the Strategic Defence Bulletin of Ukraine;
 analyze the influence of civil society on formation and implementation of the gender policy in the Ukrainian Armed Forces;
 monitor and analyze activities of the Public Council by the Ministry of Defence in the areas of (1) interaction with civil society, (2) rights of military personnel and (3) gender equality in the armed forces;
 monitor and analyze activities of civil society organizations (CSOs) in the areas of (1) interaction with armed forces, (2) rights of military personnel and (3) gender equality in the armed forces;
 monitor activities of civil society organizations regarding protection of rights of military personnel;
 integrate the gender component into the guidebook;
 integrate the rights of military personnel component into the guidebook;
 elaborate section on language as a factor of national security and as a means of effective communication of armed forces with civil society;
 co-operate with the Department of Social and Humanitarian Support of the Ministry of Defence of Ukraine on the development of the guidebook;
 present the guidebook at the ToT for discussion, gather the feedback from participants and incorporate the feedback into the guidebook;
 submit the elaborated guidebook to the OSCE PCU.

2) Develop and conduct training of trainers (ToT) on interaction of the armed forces with civil society and other key DCAF areas for up to 25 representatives of the Ministry of Defence, General Staff of the Armed Forces, National Defence University, Parliament Commissioner for Human Rights, Government Commissioner for Gender Policy and representatives of the civil society in Kyiv:

 develop a two-day training programme on interaction of armed forces with civil society and other key DCAF areas;
 integrate methodological aspects of interactive teaching of adults into the training programme;
 develop and deliver а presentation on interaction of the Ukrainian Armed Forces with civil society;
 develop and deliver a presentation on rights and freedoms of military personnel;
 develop and deliver a presentation on gender equality in the armed forces;
 develop and deliver a presentation on language as a factor of national security and as a means of effective communication of armed forces with civil society;
 develop training materials for the participants;
 facilitate ToT sessions and guide discussions;
 moderate ToT sessions if needed;
 develop and conduct post-training test as well as evaluate, analyze and submit the results of the post-training test to the PCU.

Necessary Qualifications:

• University degree in military, social/political sciences or another related field;

• Minimum 5 years of relevant professional experience in democratic control of security and defence sectors;

• Experience in co-operation with the Ministry of Defence or/and Ukrainian Armed Forces will be a plus;

• Experience in the field of democratic control of the armed forces will be a plus;

• Experience in the area of rights and freedoms of military personnel will be a plus;

• Experience in the area of interaction between the armed forces and civil society will be a plus;

• Experience in the area of gender equality in the armed forces will be a plus;

• Experience in the area of language as means of effective communication with civil society will be a plus;

• Experience in conducting trainings of trainers and writing guidebooks will be a plus;

• Strong leaderships skills;

• Experience in public speaking (workshops, roundtables, seminars, etc.);

• Experience in implementation of international projects will be a plus;

• Professional knowledge of Ukrainian and Russian;

• Excellent communication skills with proven research and drafting skills;

• Computer literacy.

Remuneration Package:

According to the PCU consultancy fees guidelines.
