Background

		The experience of foreign countries shows that trade finance instruments, like insurance against business and political risks, or credit which facilitates the conclusion and execution of export contracts with foreign buyers, can have a positive effect on exports. However, despite the presence of a huge variety of forms of state financial support, trade credit instruments, including those provided by private financial institutions, remain largely under exploited in the Kyrgyz Republic. At the same time, the absence of specialized export credit agencies makes the introduction of accessible trade finance instruments even more challenging. Within the framework of the Government “Export Promotion” programme, it is proposed to increase the accessibility of trade finance to national enterprises. On the one hand, by increasing export lending by private financial institutions through the introduction of specific financial instruments, and on the other by reforming / reorganizing the structure of JSC RSK Bank and potentially assigning to the bank additional functions as an Eximbank. To help address this issue, the POiB intends to provide analytical and expert support to the Ministry of Economy and Finance for the development of financial instruments and establishment of specific financial institutions to support national exporters. Tasks and Responsibilities

		Prepare a policy brief on the development and use of financial instruments to support exporters in foreign countries. A policy note with detailed recommendations for improving trade finance instruments / mechanisms in the Kyrgyz Republic. Conduct a survey among exporters to study the demand for Trade Finance Instruments / Mechanisms and prepare a policy brief based on the results. Prepare a policy brief with detailed recommendations on which trade finance financial instruments are best suited for domestic exporters. Assess the feasibility and prepare a business case for establishing a financial institution to support national exporters; Develop mechanisms and recommendations for launching the institution.

Necessary Qualifications

		University degree in economics, finance, banking law, actuarial science; Minimum five years of work experience in the area of international trade; Previous experience in trade finance, in a public or private financial institution, possibly in the development of financial instruments; Experience in conducting comparative studies, preparing reports and policy recommendations is strongly desirable; Fluency in Russian and professional command of English language.

Remuneration Package

		Remuneration will depend on the selected consultant's qualifications and experience and be in accordance with OSCE established rates.
