Background | ||
The experience of foreign countries shows that trade finance instruments, like insurance against business and political risks, or credit which facilitates the conclusion and execution of export contracts with foreign buyers, can have a positive effect on exports. However, despite the presence of a huge variety of forms of state financial support, trade credit instruments, including those provided by private financial institutions, remain largely under exploited in the Kyrgyz Republic. At the same time, the absence of specialized export credit agencies makes the introduction of accessible trade finance instruments even more challenging. Within the framework of the Government “Export Promotion” programme, it is proposed to increase the accessibility of trade finance to national enterprises. On the one hand, by increasing export lending by private financial institutions through the introduction of specific financial instruments, and on the other by reforming / reorganizing the structure of JSC RSK Bank and potentially assigning to the bank additional functions as an Eximbank. To help address this issue, the POiB intends to provide analytical and expert support to the Ministry of Economy and Finance for the development of financial instruments and establishment of specific financial institutions to support national exporters.
