Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 10 working days.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control,confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, anddecisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management, training and ethics across the Organization.

 

The OSCE HR ERP landscape consists of the following applications: Oracle HRMS EBS version 12.1.3 in support of HR/Payroll processes and Oracle Fusion in support of the Performance Management and Learn processes (part of Oracle HCM).

 

The integration of the above mentioned functional areas is automated via an interface which runs 3 times per week and transfers basic HR work structures as well as employee information from the Oracle EBS applications to the Oracle Fusion Cloud based applications. The interface has been operational since April 2017 and transfers (relevant) records based on mutations in Oracle HRMS. OSCE is reviewing the integration as well as the configuration of the HCM Cloud application. This assignment is for configuration review.

 

     
Tasks and Responsibilities    
     
   

The expert will work under the supervision of the Learning and Development Unit/DHR (LDU) and will be tasked with:

 

  1. Identifying and outlining of the applicable framework for the review including: relevant best practices applicable to the functional and technical design of the configuration, relevant configuration standards, relevant constraints due to the applications and/or the Oracle cloud model in general applicable to the configuration and other applicable constraints;
  2. Conducting a comprehensive review of the roles and responsibilities in the HCM Learn application, reviewing whether they are synchronized between the TEST and PROD environments;
  3. Providing an implementation plan and approach to transition from “HCM Classic Simplified User Interface” to “HCM Responsive User Experience";
  4. Providing recommendations, functional and/or technical in nature, which would lead to improved adherence to standards and/or decreased resource requirements for resources in the maintenance model and operational testing of new versions. Recommendation should be quantified where possible;
  5. Providing resource, time and indicative cost estimates for the implementation of the recommendations;
  6. Implementing all recommendation through a standard implementation cycle to the production environment.

 

The output of the engagement will include a report as well as a presentation consisting of, but not limited to, the below elements:

 

  • Recommendations based on an assessment of the current set-up vis-à-vis best practices, standards and options provided by the technology;
  • A recommended implementation approach of the recommendations and the migration to the HCM Responsive User Experience;
  • The implementation of the recommendation and HCM Responsive User Experience through a design, system test to Production;
  • Project documentation including design documentation, (adjusted) test scripts and configuration documentation.
     
Necessary Qualifications    
     
   
  • University degree in a relevant field;
  • Prior relevant experience in Oracle products, Fusion HCM Learn. Multiple successful implementations is an asset, as is experience in coexistence implementations with HCM Cloud and EBS;
  • Professional fluency in the English language;
  • Ability to meet deadlines and work under time pressure;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s/expert’s qualifications and experience and in accordance with the OSCE established rates.
