The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control,confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, anddecisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management, training and ethics across the Organization.
The OSCE HR ERP landscape consists of the following applications: Oracle HRMS EBS version 12.1.3 in support of HR/Payroll processes and Oracle Fusion in support of the Performance Management and Learn processes (part of Oracle HCM).
The integration of the above mentioned functional areas is automated via an interface which runs 3 times per week and transfers basic HR work structures as well as employee information from the Oracle EBS applications to the Oracle Fusion Cloud based applications. The interface has been operational since April 2017 and transfers (relevant) records based on mutations in Oracle HRMS. OSCE is reviewing the integration as well as the configuration of the HCM Cloud application. This assignment is for configuration review.

Remuneration will depend on the selected consultant’s/expert’s qualifications and experience and in accordance with the OSCE established rates. | ||
