“Removal and Disposal of Chemical Hazardous Waste from Ukraine” project

Background information:

The OSCE Project Co-ordinator in Ukraine (PCU) is currently implementing the "Removal and Disposal of Chemical Hazardous Waste form Ukraine" project aimed to assist the government of Ukraine in eliminating the chemical hazardous waste (liquid rocket fuel components) stored by the Armed Forces of Ukraine in a technically safe and environmentally sound manner.

The OSCE PCU is now planning to launch an international tender to select the Contractor who will conduct the removal and disposal activities.

The OSCE PCU now requires services of individuals with relevant thematic experience to provide technical and legal support during tendering procedure, contracting and to control execution of the removal phase.

Please note that this is a consultancy assignment of approximately 30 working days. The consultant will be required to work from home with the ability to travel if necessary.

Tasks:

The selected expert is expected to work in close co-operation with project staff of the OSCE PCU and with other national and international experts. Consultant will be responsible for performing the following tasks:

• assist in finalizing the Terms of Reference for tendering procedure;

• assist in evaluation of bids, considering compliance of suggested technical solutions with national and international legislation and standards in the field of waste transportation and removal and environment protection, in particular, Basel Convention;

• provide technical and legal support during contracting the successful bidder and establishment of execution framework;

• assist in control of removal and transportation of chemical hazardous waste;

• co-ordinate and liaise the project activities with the Ukrainian authorities (Ministry of Defence of Ukraine, Ministry of Environmental Protection and Natural Resources of Ukraine, export authorities etc.) as appropriate.

Necessary Qualifications:

• University degree in the field of Chemistry, Environmental Law or similar, and/or trainings in CBRN;

• Minimum 5 years of experience dealing with chemistry or waste management;

• Proven practical experience in dealing with chemical safety and security in Ukraine; international experience would be an advantage;

• Good general knowledge of the Ukrainian public management issues. Practical experience with Ukrainian military and other government agencies will be considered an advantage;

• Good analytical skills and ability to relate easily and openly within a team, self-motivation;

• Excellent interpersonal and communication skills;

• Good drafting ability to produce notes that are clear, concise and comprehendible to public officials and a wider public audience;

• Professional knowledge of Ukrainian, working knowledge of English will be considered an asset;

• Computer literacy, including graphics software.

Remuneration Package:

According to the PCU consultancy fees guidelines.
