General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Prior working experience in governmental or international organizations
  • Excellent English language skills including oral and written communications
  • Strong organizational skills and the ability to manage multiple tasks and unexpected demands; able to work under pressure and under tight deadlines
  • Very good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity
  • Ability to operate Windows applications, including word processing and e-mail
  • Familiarity of the political, cultural, and historical situation of Bosnia and Herzegovina and South Eastern Europe
  • Ability and willingness to work with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the Mission area
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Deputy Head of Mission (DHoM), the Executive Assistant to DHoM will perform the following duties:

  1. Provides recommendations, proposals and analyses regarding all aspects of DHoM's responsibilities and activities. This includes verbal and written advice on management and policy issues, departmental activities, personnel matters, DHoM's planned activities and travels;
  2. Identifies assigns and/or takes appropriate action on incoming communications to the DHoM from external agencies and internal staff;
  3. Oversees the process to ensure timely and appropriate responses are made, this includes initiating meetings for DHoM, preparing draft responses and co-ordinating with OSCE senior staff and external interlocutors to ensure responses are made within due timeframes;
  4. Reviews documents, reports and letters prepared for and signed by DHoM in order to guarantee quality and accuracy in substance and form;
  5. Requests, researches and summarises information and preparers briefing materials for DHoM prior to his/her meetings with OSCE staff and external interlocutors;
  6. Attends internal and, when necessary, external meetings on behalf of DHoM in order to obtain information and for onward transmission to DHoM;
  7. Attends DHoM's meetings and accompanies DHoM on travel within and outside the Mission area;
  8. Maintains contacts, co-ordinates and follows up with OSCE senior staff, staff from other international organizations, OSCE Secretariat, Diplomatic Missions, other OSCE Missions on matters that pertain to DHoM's activities;
  9. Supervises the work of the Personal Assistant to DHoM who maintains DHoM's appointment schedule, organises meetings and travels of DHoM and provides DHoM's office with necessary administrative support;
  10. Performes other duties as assigned.
