Job Title   Evaluator of the Action Plan for Achieving Gender Equality

Background    
     
   

The OSCE Mission to Montenegro has a long-term partnership with the Department for Gender Equality (DGE) of the Ministry for Human and Minority Rights (MHMR) of Montenegro, in assisting the implementation of the Action Plan for Achieving Gender Equality (APAGE). The APAGE represents the strategic document for the implementation of gender equality policy and is based on domestic legal framework and international legal instruments dealing with gender equality issues. The main goal of the plan is to promote and protect women’s rights and set activities that would lead to closing gender gaps in all the areas of social, economic, political and cultural life. The APAGE 2017-2021 is close to an end, in this regard the DGE strives to ensure further progress and increase of the impact of the APAGE implementation. In order to support the DGE in this initiative, the Mission will hire a Local Evaluator of the Action Plan for Achieving Gender Equality to initiate assessment of the current APAGE 2017-2021 document and evaluate successes as well as weaknesses of the Plan.

The Democratization Programme therefore invites applications from highly qualified, energetic and experienced national professionals for the temporary consultancy post of Evaluator of the Action Plan for Achieving Gender Equality, who will be tasked to conduct a participatory evaluation of the current APAGE and produce a detailed Evaluation Report that should take into consideration the design and planning (such as objectives, results pursued, activities planned), the implementation and results of the ongoing or completed activities, focussing on the following criteria: relevance, efficiency, effectiveness, and sustainability of the activities featured in the APAGE. The Evaluation Report will also feature lessons learned and recommendations for each of the evaluation criteria (relevance, efficiency, efficacy, impact and sustainability). 

 

     
Tasks and Responsibilities    
     
   

Under the guidance of the Democratization Programme Manager of the OSCE Mission to Montenegro, the local expert will be required to perform the following tasks:

  • Prepare methodology, conduct desk-research, draft Table of content for the Evaluation Report and submit the results within the Inception report of minimum 5 pages prepared in both English and local language – working from home (3 working days in total) (by 13 May 2020);
  • Conduct field research (three focus group interviews with the strategy stakeholders), data collection and submit an Overview of findings in local language of min. 3 pages, field work – (3 working days) (by 31 May 2020);
  • Prepare Draft Evaluation Report that will include an in-depth assessment of the APAGE 2017-2021 document according to all five evaluation criteria: relevance, efficiency, efficacy, impact and sustainability, with special attention dedicated to the following points: 

       1.  Evaluating the design phase to see whether a detailed gender needs analysis and consultation with beneficiaries was properly conducted;

       2.  Assessing to which extent capacities of beneficiaries, stakeholders and target groups were built to support gender equality;

       3.  Assessing to which extent gender gaps are closed;

       4.  Assessing to which extent women and men as well as girls and boys benefited from the APAGE 2017-2021 document implementation;

       5.  Assessing the monitoring and evaluation aspects that are included in the APAGE 2017-2021.

  • The Draft Evaluation Report of minimum 30 pages should be submitted in local language – working from home (3 working weeks in total) (by 6 July 2020).
  • Collect feedback information from the key stakeholders and finalize the evaluation report. The final Evaluation report should include Executive summary, in both English and local language, about the process, major findings and recommendations for future activities (minimum 5 pages), while the remaining content of the Evaluation Report should contain minimum 30 pages, in local language. The final Evaluation Report should consist of a minimum 35 pages in total, and should be submitted for final approval and clearance to the Mission, working from home (1 working week) (by 7 August 2020).

Deliverables:

  • The Inception report of minimum 5 pages containing methodology for evaluation, draft Table of content for the Evaluation Report in English and local language submitted by 13 May 2020;
  • Overview of findings in local language of minimum 3 pages submitted by 31 May 2020;
  • Draft Evaluation Report in local language of 30 pages minimum submitted by 6 July 2020 including an in-depth assessment of the APAGE 2017-2021 document according to all five evaluation criteria: relevance, efficiency, efficacy, impact and sustainability, with special attention dedicated to the points elaborated in the “Task” section: 

       1.  Evaluating the design phase to see whether a detailed gender needs analysis and consultation with beneficiaries was properly conducted;

       2.  Assessing to which extent capacities of beneficiaries, stakeholders and target groups were built to support gender equality;

       3.  Assessing to which extent gender gaps are closed;

       4.  Assessing to which extent women and men as well as girls and boys benefited from the APAGE 2017-2021 document implementation;

       5.  Assessing the monitoring and evaluation aspects that are included in the APAGE 2017-2021.

  • The final Evaluation report, taking into account relevant collected feedback, with Executive summary (minimum 5 pages) in both English and local language, and the remaining content (minimum 30 pages) in local language, submitted by 7 August 2020.
     
Necessary Qualifications    
     
   
  • University degree in Political Science, International relations, Social Science,  or other relevant field; (gender studies would be considered an asset);
  • Minimum 6 years of professional experience in the designing, implementing, monitoring and evaluation of gender equality/social inclusion projects/programs/policies;
  • Experience in conducting focus groups interviews in a multisector and multi-stakeholder setting;
  • Excellent negotiation, organizational and co-ordination skills; 
  • Very good interpersonal skills and demonstrated ability to work in teams and with groups composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity;
  • Professional level of English as well as local languages, both oral and written; 
  • Previous experience working with international organizations would be considered as an asset.
     
Remuneration Package    
     
    The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
