The Office of Internal Oversight (OIO) is responsible for planning, organizing and carrying out audits, evaluations and management reviews of the Organization's activities including field operations in order to determine the adequacy of risk management, governance and internal control, to ensure compliance with the regulatory framework, and to enhance the efficiency and effectiveness of operations.

Tasks and Responsibilities

The Evaluation Officer will provide technical and research support for evaluations, including analysing financial and narrative information, identifying relevant information for evaluations, overseeing and supervising the activities of consultants, keeping track of and bringing knowledge of latest developments in evaluation methodology and practices, providing expert support to working and reference groups in specific evaluations, and helping to drive knowledge generation within the Office of Internal Oversight (OIO). Specifically, the Evaluation Officer:

  1. Identifies, collects and chases up data necessary for a specific evaluation activity; enters and collates data into TEAMMATE© or other databases, as necessary;
  2. Carries out directed systematic research and compares, contrasts and synthesizes complex data and other information in order to identify themes and findings and use findings in analysis;
  3. Applies professional evaluation standards to independently validate financial and narrative information;
  4. Participates in and provides administrative and research support to reference groups and supports the logistics and co-ordination of field visits;
  5. Assists in identifying and disseminating lessons learned and best practices from evaluations;
  6. Prepares, executes and monitors surveys as requested;
  7. Proactively gathers and disseminates information regarding developments in evaluation practice and identifies opportunities to improve evaluation metrics and methodologies;
  8. Provide inputs to OIO's annual report and other reports produced by OIO, checking accuracy and compliance with the OSCE style guide;
  9. Provides support for evaluation tenders and contracts and works with the analytical inputs of other specialists in the area of evaluation;

  11. Performs other related duties and assignments as required.
Necessary Qualifications
  • First level university degree in social or economic sciences or a related field
  • Broad knowledge of concept and methodologies in evaluation and experience with research or academic review
  • A minimum of four years of progressively responsible experience in evaluation work or social science research; two years of this experience at the international level is desirable
  • Good research, analytical and problem-solving skills including ability to identify and participate in the resolution of issues/problems, and ability to apply good judgment in the context of assignments
  • Good report-writing skills and the ability to convey complex information in a clear and concise manner
  • Appreciation of the need to observe confidentiality in a highly-sensitive work area, including complying with procedures required by the Office of Internal Oversight
  • Fully proficient computer skills and ability to use relevant software and other applications involved in evaluation work, ideally including, but not limited to: financial applications, survey software, Statistical Product and Service Solutions (SPPS), advanced Excel skills, database skills, familiarity with statistical applications, spreadsheets and internet
  • Demonstrated ability to work within a team including strong customer focus and good interpersonal skills, as well as the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance
