Background    
     
    The conflict in Eastern Ukraine has resulted in long-term damage to the environment in the region. Given the clear environmental risks and lack of data, the Ministry of Ecology and Natural Resources of Ukraine requested the OSCE Project Co-ordinator in Ukraine to assist in conducting an environmental assessment and in outlining draft strategy for response. The project “Assessment of environmental damage in Eastern Ukraine” was designed to provide Ukrainian and international stakeholders a well-founded assessment of the conflict’s environmental impact in Eastern Ukraine based on the sound data and informed debate. As a result of the performed assessment, a strategy with recommendations on environmental remediation activities in the conflict-affected territories will be outlined and communicated amongst all Ukrainian and international stakeholders.
     
Tasks and Responsibilities    
     
   

The project foresees assessment of environmental damage in Eastern Ukraine due to the conflict based on a retrospective desk analysis accompanied with mapping of the potential environmental risks in the region and further integration of collected data into environmental information system. The expert services are required to provide specific input to the desk study and environmental information system that is related to environmental risks from damages of industrial and critical facilities. In particular, within current assignment the expert will be expected to:

  • elaborate methodology for environmental risks assessment for industrial and critical facilities under conditions of the conflict in Donetsk and Luhansk regions of Ukraine (parameters for the assessment may include but not limited to the following: proximity to the contact line; peculiarities of production process and used technology; materials and generated waste; response capacity in case of emergencies with environmental consequences etc.);
  • collect information on  200  sites, to categorize the levels of environmental risks of industrial and critical facilities in Eastern Ukraine in case of damages due to fighting, interruption or cessation of operation and maintenance;
  • carry out analysis of current and prospective (10-15 years)  impact of flooding of mining enterprises in Donetsk and Luhansk regions on the quality of surface, underground and irrigation water resources, geological stability and the state of the ground surface;
  • based on the conducted analysis provide information for further mapping of existing and potential flooding zones.
     
Necessary Qualifications    
     

 

 

  • university degree in environmental or other related sphere;
  • minimum 5 years of working experience in the field of environmental monitoring and environmental assessment;
  • proven expertise of industrial ecology with a specific focus in assessment of industrial and coal mining enterprises in Eastern Ukraine;
  • excellent analytical, writing and inter-personal skills;
  • fluency in Ukrainian and Russian; knowledge of English will be an advantage.
     
Remuneration Package    
     
    According to the PCU consultancy fees guidelines.
