Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities.

The principle objective of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) is to strengthen security and stability in the OSCE region by promoting international co-operation on economic and environmental issues. The mandate of the OCEEA is guided particularly by the OSCE Strategy Document for the Economic and Environmental Dimension, approved by the OSCE Ministerial Council in Maastricht in December 2003.

 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Deputy Co-ordinator/Head, Environmental Activities, and in close co-operation with colleagues from the Environmental Co-operation Unit, and in order to assist the Co-ordinator of OSCE Economic and Environmental Activities in carrying out his mandate, as set out in PC Decision 197 of 5 November, 1997, the incumbent will perform the following duties, focusing on environment and security issues:

  1. Identifying and assisting in the development, management, monitoring and reporting on project activities in the environment and security field, particularly in the area of water management in close co-ordination and co-operation with colleagues in the Environmental Co-operation Unit;
  2. Assisting the Deputy Co-ordinator/Head, Environmental Activities in supporting the efforts of various OSCE field operations in the environment and security field, particularly in their activities related to water management;
  3. Contributing to the implementation of the OSCE¿s work programme within the Environment and Security Initiative (ENVSEC) in relevant fields and maintaining working relations at the appropriate level with the partners of the ENVSEC Initiative;
  4. Maintaining contacts at a comparable level with officials of international organizations, sub-regional initiatives, NGOs and business groupings to identify activities for joint implementation and to share/compare results of project analysis and findings to ensure co-ordinated programme development and implementation in the relevant fields;
  5. Developing agenda items, work programmes, background papers, speeches and reports for seminars, workshops, training courses and other activities related to project work;
  6. Performing other related duties as required.
 
 
 
 
Necessary Qualifications
  • University degree in economics, international relations, political or environmental science, with a focus on project management on environment and security issues
  • A minimum of six years of professional experience, preferably at the international level
  • Professional experience in project development would be an asset
  • Understanding of and experience in security-related environmental issues
  • Professional fluency in English with excellent drafting and communication skills; knowledge of other OSCE working languages would be an asset
  • Ability to operate windows applications including word processing and e-mail
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity
