Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:
- First-level university degree in Economics, International Relations, Geography, Political or Environmental Science, with a specific focus on environmental security issues;
- A minimum of six years of professional experience in advisory and managerial positions, preferably at the international level;
- Solid technical/scientific environmental background;
- In-depth understanding of and experience in security-related environmental issues;
- Experience related to environmental management of industrial processes and knowledge of hazardous chemical, chemical safety and emergency responses to industrial and chemical incidents, environmental impact assessment;
- Professional fluency in the English language, both oral and written;
- Ability to operate windows applications, including word processing and e-mail;
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Desirable:
- Experience of working in Eastern Europe and/or knowledge of the region;
- Experience with the UN common system and/or other international organizations;
- Experience with environmental monitoring, environmental emergency preparedness and response, and developing/planning training events and materials;
- Training in the area of toxicology; knowledge of CBRN (chemical, biological, radiological and nuclear defence);
- Working knowledge of the Ukrainian and/or Russian language(s).

Tasks and Responsibilities |
Initial duration of assignment for this post is for a period of 12 months, with a possibility of extension, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
Under the direct supervision of the Chief Monitor, the Environmental Adviser will be responsible for:
- Developing and implementing the methodology of monitoring and reporting on environmental challenges, in the context of security;
- Advising the Chief Monitor and senior management on environmental risks and degradation as well incidents of environmental emergencies;
- Closely co-ordinating with the Monitoring Teams on the topics of environmental security for the purpose of monitoring and reporting as well as safety and security of SMM;
- Advising the SMM leadership on risks, and proposing and implementing remediation measures;
- Facilitating environmental assessments, also in co-ordination with Office of the Co-ordinator of OSCE Economic and Environmental Activities;
- Raising awareness on environmental issues to the local authorities, and co-ordinating with other international organizations and actors;
- Identifing opportunities and contributing to facilitation of dialogue on environmental issues;
- Identifying risks and developing measures for protection of the SMM members in case of environmental emergencies;
- In co-ordination with responsible units, developing training for the SMM members on emergency preparedness and response.
