The OSCE Mission to Montenegro is implementing a project “Provision of Technical Assistance to the State Election Commission (SEC)”, aimed at the continuation of support to the SEC to assist Montenegro to fulfil OSCE commitments related to holding democratic elections. The project envisages the continuation of work with SEC’s members and staff through a number of targeted project activities aimed at the strengthening of their capacities.

 

Therefore, to support the SEC with the implementation of all the activities envisaged by the project, the Mission wishes to recruit an Electoral Technical Assistance Officer (ETAO).

 

The selected candidate will provide support to the SEC in its daily operations. In particular, she/he will provide expertise in all aspects of the election administration process, including the planning and organizing of SEC meetings, strategic policy development, media outreach and communication plans and in further strengthening regional co-operation with counterpart election management bodies.

 

Additionally, she/he will support the SEC representatives in their work on the finalization of the institution’s work plan related to the development of software applications to be used in the election process. This will include, but will not be limited to, assistance in the preparation of the financial plan for the purchasing of the relevant software and hardware, as well as the drafting of a specification of requirements for such software/hardware.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Programme Manager, Democratization, the selected candidate will assist in the organisation of the activities of the project by carrying out the following tasks:

 

  1. Providing continuous on-site expertise to SEC members and staff;
  2. Assisting in identifying and stimulating strategic thinking on policy issues;
  3. Developing a specification for the purchase of election management software which will include the electronic transmission of election results;
  4. Recommending ways to improve the checking of signatures of those voters supporting political party or candidate lists;
  5. Developing a specification for the creation of Municipal Election Commission websites;
  6. Assisting the SEC with the continued update of their website;
  7. Supporting the development of an IT project plan;
  8. Promoting regional cooperation and best practice sharing in all areas of SEC operations;
  9. Promoting gender mainstreaming standards and principles in the work of the SEC;
  10. Developing a database of experts and materials available for use during and after the project;
  11. Providing regular reports and evaluations of activities to the Mission;
  12. Liaising with other local and international actors engaged in relevant topics;
  13. Preparing the final project report, providing an assessment of activities and SEC’s performance, as well as recommendations for the Mission’s future work in this area;
  14. Performing other duties as assigned.
     
Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding citizenship of Montenegro;
  • First level university degree in information technology, political sciences, social sciences, international relations, public policy, law or other relevant field;
  • A minimum of two years of relevant experience, some gained at an international level;
  • Prior knowledge of the functioning and proceedings of election administration bodies;
  • Knowledge of the historical and political situation in South-Eastern Europe and the issues facing transitional countries, particularly in the Mission area is considered as an asset;
  • Experience in project management;
  • Demonstrable organizational, analytical, communication and interpersonal skills;
  • Ability to work independently and maintaining proper communication with the Mission;
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;
  • Possession of negotiation and mediation skills, as well as relevant training experience;
  • Computer literacy with knowledge of Windows applications;
  • Professional fluency in English, both oral and written;
  • Flexibility and ability to work under pressure and with limited time frames.
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and in diverse political views, while maintaining impartiality and objectivity.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is USD 3,000 to which the Board and Lodging Allowance (BLA) is added, currently at the rate of EUR 109 per day.

Social security will include participation in the Cigna International medical insurance scheme.
