General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University degree in educational sciences, social sciences or related fields
  • Experience in educational field at an international level, either educational planning and administration, public education, teacher training, multi-lingual/ethnic teaching including curriculum harmonisation and teaching plans, or professional experience in a ministry of education or a teachers union
  • Proven project management experience, including planning, budgeting and evaluation techniques
  • Experience in liasing with specialised local and international agencies and bilateral donors
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive work experience in the field of education in a multi-ethnic society
  • In-depth knowledge and experience in all phases of the project management cycle
  • Excellent communication and networking skills
  • Managerial skills and ability to identify priorities for the Mission's work in education
  • Proven ability to build a constructive relationship and coordinate cooperation with external interlocutors including Government institutions and donors
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining flexibility, impartiality and objectivity
  • Ability to analyze complex issues, identify key aspects and present them in a clear and understandable manner
  • High degree of initiative and strong results-oriented work-style
  • Cultural sensitivity and judgment
  • Flexibility and ability to work under pressure and focus on priorities within limited time frame
  • Professional fluency in the English language
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Knowledge of the political environment of the FYR of Macedonia
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Senior Good Governance Officer, the Education Officer:

  1. Assists in the development and implementation of the Mission¿s education policy;
  2. Manages all education-related activities within the department and serves as an advisor for other Units/Departments in education matters;
  3. In co-operation with the Programme Co-ordinator for Inter-ethnic Relations, assists the Office of the OSCE High Commissioner on National Minorities in the drafting and updating of recommendations for the improvement of interethnic relations in the educational system and ensure its implementation;
  4. Establishes and maintains contact and co-operation with national and international stakeholders on aspects related to education in a multi-ethnic environment;
  5. Conducts research in field of education, including relevant national and international legislation;
  6. Follows developments in the field of education and inter-ethnic relations through meetings with schools, universities, municipalities, parents, students, teachers and other stakeholders, collects information and provides analyses;
  7. Advises on and advocates for a multi-cultural education system with relevant interlocutors such as the Ministry of Education and Science and its agencies;
  8. Prepares briefing materials and analyses for internal and external reporting;
  9. Supervises one mission member;
  10. Performs other duties as assigned.
