Mandatory:

Extensive professional experience in the field of economics and/or environmental development and protection

Experience in project drafting, management and implementation

Ability to establish contacts and develop confident relations with civil society, as well as the ability to work with government officials and institutions

Demonstrated ability and willingness to work impartially and objectively with people with diverse cultural and religious backgrounds, as well as with tact and diplomacy in addressing external persons and multinational staff
-
Demonstrated ability and willingness to work in a gender-sensitive manner
-
Professional fluency in the English and Russian languages, both oral and written and ability to communicate clearly and concisely
-
Ability to operate windows applications, including word processing and e-mail
Desirable:

Experience of working in Central Asia and/or knowledge of the region

Previous international work experience preferably in an international environment or within operational Missions

Working knowledge of the Turkmen language

Tasks and Responsibilities |
Under the direct supervision of the Head of the OSCE Centre in Ashgabat, the Economic and Environmental Officer:
-
Assesses and reports on economic and environmental issues related to the Centre's mandate;
-
Provides advice on economic and environmental matters;
-
Assists in devising, drafting (narrative and financial), developing, co-ordinating and implementing economic and environmental initiatives;
-
Prepares project proposals;
-
Monitors and reports on the good governance situation in Turkmenistan with regard to economic and environmental issues; facilitates and develops good governance initiatives;
-
Prepares reports on economic and environmental issues to foster discussion with OSCE on such problems, their causes and potential consequences;
-
Conducts liaison with international organizations and agencies on economic and environmental issues;
-
Facilitates contacts and promotes information exchanges on these issues with local authorities, universities, research institutions and NGOs;
-
Assists in arranging OSCE regional events, regional seminars and visits to the area by OSCE delegations as well as other events with OSCE participation;
-
Performs other related duties as assigned.
