Background

This position is open for secondment only and participating States are kindly reminded that all costs related to assignment at the Secretariat must be borne by their authorities.

Candidates should, prior to applying, verifying with their respecting nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The principle objective of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) is to strengthen stability and security in the OSCE region by promoting economic co-operation on economic and environmental issues. The mandate of the OCEEA is guided, particularly, by the OSCE Strategy Document for the Economic and Environmental Dimension, approved by the OSCE Ministerial Council in Maastricht in December 2003.

 
 
 
 
Tasks and Responsibilities

Under the supervision of the Senior Economic and Environmental Officer, and in order to assist the Co-ordinator of OSCE Economic and Environmental Activities in carrying-out the mandate, as set out in the Permanent Council 197 of 5 November 1997, the incumbent will perform the following functions in relation to the economic and environmental aspects of security, particularly with regard to the preparation and follow-up of the Economic and Environmental Forum (EEF), the Economic and Environmental Dimension Implementation Meeting (EEDIM), the Economic and Environmental Committee (EEC) meetings:

  1. Contributing to the whole preparatory process leading up to the EEF, the EEDIM, the EEC;
  2. Initiating proposals for conference, preparing draft agenda, identifying and contacting potential speakers and discussing the content of their contributions;
  3. Preparing briefing papers and reports, draft speeches to be delivered by the Co-ordinator, the Secretary General as required;
  4. Preparing OCEEA input to meetings of the Permanent Council, the Economic and Environmental Committee;
  5. Assisting in providing support to the Chairmanship and the Chair of the EEC;
  6. Assisting in preparing background studies on economic and environmental issues related to security;
  7. Seeking, establishing and maintaining working relations with international organisations, sub-regional initiatives and NGOs, and with responsible officers in the OSCE Delegations, particularly in the Delegation of the Chairmanship, as well as with OSCE field presences;
  8. Supporting the work of the OSCE field presences and functioning as a focal point for the co-ordination of activities;
  9. Performing other duties as required.

Necessary Qualifications
  • First-level university degree in political science, international relations or economics;
  • A minimum of six years of professional experience, preferably including some experience of working with an international organization or governmental institution;
  • Demonstrated experience in carrying out analysis and conceptualisation of information and documents related to EE matters;
  • Professional fluency in English with excellent drafting and communication skills; knowledge of other OSCE working languages, especially Russian, is highly desirable;
  • Computer literate with practical experience of Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
