Tasks and Responsibilities |

|
The SMM Head Office Operations Centre, as a part of the Operations Unit, was established in 2014 in order to provide real-time operations monitoring, incident management and early warning. Composed of five (5) internationally seconded Operations Centre Officers and five (5) nationally contracted Duty Assistants, the Operations Centre operates 24/7.
Under the immediate supervision of the Chief of Operations Centre the incumbent is expected to provide multi-faceted support to the Mission-wide field operations in terms of monitoring patrols movement as well as administrative support to the incident reporting. The Duty Assistant position functions as the information hub of the Operations Unit in SMM Head Office. Proper logging of events and activities is an important part of the job. The Duty Assistant performs the following duties:
- Monitors and tracks movement of all patrols travelling within Ukraine by using multiple means of communication available in 24/7 Operations Room. If connection is lost with Mission unit/ vehicle/ member, immediately reports to the Duty Operations Centre Officer (DOCO) to initiate necessary steps locating the patrol;
- Receives and acknowledges receipt of incoming reports/e-mails/mails and calls, immediately reports significant ones to DOCO for clarification, and takes further actions as requested/instructed; overnight, receives and acknowledges receipt of evening check-in messages from all Mission field offices and reports to DOCO whether all Mission members are safely back in their locations;
- Serves as a primary point of contact (PoC) for all emergency-related issues overnight, assesses the urgency of the situation, reports immediately to DOCO and takes further actions as instructed/required;
- Assists in drafting INCREP by extracting requested information from Patrol Plans and tracking systems;
- Utilizes the following mean of communications (mobile telephones, satellite telephones, HF radio, tracking systems) and maintains and logs daily checks of all communication means and IT equipment in the Operations Centre, reports accordingly and ensures that all of them are in order for every-day business. In case of malfunctioning, contacts the ICT Unit for help;
- Maintains written records/Log book of all regular patrol reports and any significant messages passed or received; ensures proper information flow as per established procedures;
- Drafts a Shift Report summarizing the course of business in the 12hrs duty periods and submits it to all Operations Centre Officers and the Chief, Operations Centre, highlighting any significant information;
- Provides patrol statistics to DOCO to support mission reporting;
- Notifies the respective field Duty Officer and if required DORO of instances of vehicle speeding as per the Mission policy. Provides comprehensive tracking information about speeding incidences to DOCO;
- Performs other related duties as instructed by Chief of Operations Centre.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of Ukraine;
- Completion of secondary education supplemented by formal studies or further certified courses in the field of communication, security or related field;
- Four (4) years of experience in the security sector or related field;
- Professional fluency in the English, Ukrainian and Russian languages, both oral and written;
- Ability to operate windows applications, including word processing, Excel, and e-mail;
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Cultural sensitivity and judgment.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 988.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and social security / Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. |
