Background    
     
   

OSCE Programme Office in Bishkek will assist the Department of Public Administration and Personnel Management of the Prime Minister’s Office by recruiting a team of international and local consultants to conduct assessment and analysis of the current state of numerous single windows under the ministries and government agencies of the Kyrgyz Republic based in Bishkek. For that purpose two international consultants and five local consultants will be recruited. Two interpreters will be hired to provide written and oral translations for the team of international consultants from English to Russian and vice versa as needed.

In a first phase, as at the time being there is no information on the total number of single windows that operate under ministries and other state agencies in Bishkek, local consultants will take stock of all single windows that deliver different kind of public and municipal services to the population. For this stage inputs from international consultant are not needed as stock taking will be conducted by local consultants.

In a second phase, consultants will develop the methodology, and tools for analysing and assessing the current status operandi of all single windows situated in Bishkek. Kyrgyzstan. This methodology needs to be discussed and agreed upon with the expert community including local think tanks and academia. Therefore a first expert meeting will be held.  

In a third phase, after the finalization of the methodology consultants will develop a detailed plan of assessment to be agreed with the Prime-Minister’s Office of the Kyrgyz Republic.

In a fourth phase consultants will analyse all necessary information (legal acts, legal regulations and instructions, etc.) and report on the findings of the collected data. The first draft of the analytical report with the findings on the current status of single windows will be discussed with the ministries and state agencies analysed during the assessment phase. Therefore, from two to three roundtables should be organized based on needs. The feedback provided will be taken into consideration for the final report. Before releasing the final report on the current status of single windows a second expert meeting will be held. Based on the feedback received at the expert meeting the analytical report will be further finalized. The final report will serve as a basis for provision of recommendations by international consultants, on further improvements of the operation of single windows in the ministries and agencies of the Kyrgyz Republic, taking into consideration best international practice in this area. 

Implementation of the project activity is subject to the consent of the Ministry of Foreign Affairs of the Kyrgyz Republic.

     
Tasks and Responsibilities    
     
   

To work in a team of international and local consultants as a Deputy Team Leader of consultants: 

  1. To ensure the smooth and effective operation of the above described second, third and fourth phases; 
  2. In close coordination with the Team Leader to manage the timely deliverable of the assigned tasks;
  3. In close coordination with the Team leader and the team of national consultants ensure the delivery of final assessment and analysis of the current state of numerous single windows under the Bishkek-based ministries, government agencies and municipal bodies; 
  4. In close coordination with the Team Leader and the team of national consultants ensure the development of the methodology and tools for analysis and assessment of operations of single windows delivering public and municipal services; 
  5. In close coordination with the Team Leader and the team of national consultants ensure the development of a detailed plan of assessment which is to be agreed with the Prime-Minister’s Office of the Kyrgyz Republic;
  6. In close coordination with the Team Leader ensure the elaboration and presentation of recommendations for further improvement of single windows;
  7. To travel to Bishkek, Kyrgyzstan 3 or 4 times during contract period. The time of the travels is agreed in advance with the OSCE Programme Office in Bishkek;
  8. To conduct the assignment distantly when not in Bishkek;
  9. To be able to travel to Bishkek and stay in Bishkek as long as needed to implement planned activities under this project.

Deliverables:

  1. The methodology and tools for analysing and assessing the current status operandi of all single windows situated in Bishkek (draft and finalized versions).
  2. A detailed plan of assessment agreed with the Prime- Minister’s Office of the Kyrgyz Republic.
  3. Analytical report and the findings on the current status of single windows (draft and finalized versions).
  4. Recommendations on further improvements of the operation of single windows in the ministries and agencies of the Kyrgyz Republic, taking into consideration best international practice in this area. 
     
Necessary Qualifications    
     
   
  • University degree in social or political sciences, public administration or other related areas.
  • At least 3 years of work experience in the area public and municipal services delivery, and/or development and reform of the system of public and municipal services delivery.
  • Computer proficiency.
  • Fluent in Russian language both written and oral.
  • Fluent in English language both written and oral.
  • Proven experience in development and reform of the system of public and municipal services delivery in post-Soviet countries.
     
Remuneration Package    
     
    Remuneration will be according to the OSCE consultancy fees rates and will depend on selected consultant’s qualification and experience.
