The Transnational Threats Department (TNTD) plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.
The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU). As part of the TNTD, the SPMU assists participating States (pS) in response to their request to address threats posed by criminal activity and supports general police development and reform.
The SPMU is currently composed of nine team members.

Tasks and Responsibilities |

|
The incumbent is responsible for the day-to-day activities of the SPMU in the capacity of Deputy Head, and manages the team in the Unit. She/he co-ordinates the work of the Unit, ensuring appropriate response in line with TNTD mandates and action plans. The incumbent provides advice on general policing, and in particular cybercrime issues to the Head of Unit and the TNTD Co-ordinator. She/he is also responsible for the effective and efficient delivery of capacity-building assistance and expertise in combatting cybercrime threats.
More specifically, the incumbent will be responsible for:
- Planning, prioritizing, developing, implementing and maintaining projects in response to law enforcement/police issues identified in the course of duty and contributing actively to solutions;
- Drafting policy statements on various police issues as indicated by the Head of Unit for submission to the appropriate authorities, primarily by the TNTD Co-ordinator; examining all aspects of OSCE general police assistance, in order to identify good practice, lessons learned and next steps to be taken with regard to international police co-operation;
- Co-ordinating the work of the professional staff in the Unit, and participating in evaluating staff performance as well as overseeing managing material, infrastructure and IT needs in the SPMU;
- Co-operating and liaising with staff/mission members, relevant bodies and stakeholders (OSCE delegations, Heads of Institutions, Heads/Chiefs of OSCE field operations) with a view to harmonizing and exchanging information;
- Formulating projects of police assistance and/or co-operation, in particular in the field of cybercrime, seeking their approval and overseeing the implementation and outcomes;
- Supporting the Head of SPMU to develop activities/projects in the field of countering cybercrime in response to the relevant Permanent Council decisions in relation to the role of the OSCE in addressing threats posed by criminal activity – cybercrime;
- Acting as the primary contact between different departments/units in the OSCE Secretariat regarding budget-related issues as well as procurement-related matters for the Unit;
- Reporting on budgetary performance of the Unit and achievement of targets, goals and criteria;
- Deputizing for the Head of Unit as delegated and participating in relevant meetings;
- Performing other related duties when required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Second-level university degree in law or business administration; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree; recognized certification/degree in cybercrime investigation and digital forensics would be an asset;
- A minimum of eight years of progressively responsible professional experience in police/law enforcement, of which a minimum of five years of international experience in the police co-operation field; demonstrated experience at supervisory/management level;
- Substantial operational experience in crime investigations in a law enforcement agency, or judicial and prosecutorial office in relation to cybercrime cases, as well as analysis of information gathered from national and international databases;
- Professional fluency in English with excellent oral and written skills; knowledge of other OSCE official working languages would be an asset;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into the Unit’s tasks and activities;
- Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity;
- Budgetary and performance-based management experience;
- Analytical skills;
- Ability to operate windows applications.

Remuneration Package |
|

|
|
We offer an attractive monthly remuneration of approximately EUR 7,389 depending on post adjustment and (your) family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme (including family dependants) and the OSCE Provident Fund.
Other allowances and benefits are similar to those offered under the United Nations Common System and include (if applicable) dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation and home leave.
Please note that appointments are made at step 1 of the applicable OSCE salary scale.
