General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Diplomatic experience or experience working in political affairs with international organizations or governments
Experience in preparing analytical reports
Excellent communication and drafting skills
Knowledge of regional political history and developments
Diplomatic and negotiating skills
Some knowledge of the OSCE principles and commitments
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
A second-level university degree in international studies, public policy, political science or law or related fields; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree
Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Significant prior professional experience in relevant fields such as political and security issues, human rights, or related field, preferably in an international environment or within operational missions;
Significant experience in political reporting and sound analytical skills;
Proven experience in managing and supervising large teams;
Excellent management skills, including practice in personnel and budget management;
Professional fluency in the English language with the ability to analyse and communicate clearly and concisely and with excellent writing skills;
Strong advisory, organizational, and communication skills and ability to work to deadlines;
Demonstrated ability and willingness to lead a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Ability to develop clear goals that are consistent with agreed strategies; identify priority activities and assignments; adjust priorities as required; allocate appropriate amount of time and resources for completing work; foresee risks and allow for contingencies when planning; monitor and adjust plans and actions as necessary; use time efficiently;
Ability to work collaboratively with colleagues to achieve organizational goals; solicit input by genuinely valuing others ideas and expertise and is willing to learn from others;
Demonstrated commitment to gender equality objectives as well as the responsibility to integrate gender perspective into political analysis and reporting tasks and activities;
Proven resilience in coping with high stress environments and willingness to work extra hours; ability to show persistence when faced with difficult problems or challenges and remains calm in stressful situations;
Ability to operate Windows applications, including word processing and e-mail.
Experience of working in Eastern Europe and/or knowledge of the region;
Experience with the OSCE and/or other international organizations;
Working knowledge of the Ukrainian and/or Russian language.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
Tasks and Responsibilities
The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Currently, women professionals are underrepresented in senior management positions. Qualified women candidates are therefore strongly encouraged to apply for this management opportunity.
Under the direct supervision of the Head of the Reporting and Political Analysis Unit, the Deputy Head of the Reporting and Political Analysis Unit is responsible for performing the following tasks:
Providing policy advice on the implementation of the Mission's mandate, including on issues related to the role of the Mission in connection with the Minsk agreements;
Contributing to the supervision of the Mission's analysis of the political situation and developments in the Mission area;
Assisting the senior management in developing and supervising the drafting of policy documents, strategic plans, and operational instructions, in close co-ordination with other Units;
Preparing and editing reports on the Mission's activities and other political and related issues to inform the OSCE Chairperson-in-Office, participating States, Institutions and the Secretariat, including on the Mission's early-warning efforts and response;
Assisting the senior management in preparing and reviewing official responses, statements, speeches, presentations, briefing papers and other relevant documents, ensuring that material submitted for clearance is consistent with the Mission's mandate and objectives;
Ensuring efficient information flow on relevant matters within the headquarters and in the field locations;
Supervising and editing the Mission's regular and other reports and ensuring consistency and accuracy of the Mission's reporting;
Assisting senior management and the Operations Unit in ensuring that the results of Mission monitoring are in line with the mandate;
Working closely with the Press and Public Information Unit to ensure that final drafts incorporate accurate, clear, strategic messages;
Ensuring the Unit's proper information management and recordkeeping according to rules and regulations of the OSCE;
Fostering good co-operation and information flow with the OSCE Conflict Prevention Centre, as well as with the United Nations, the Council of Europe, the Trilateral Contact Group, as well as with other actors of the international community, civil society organizations and national authorities, concerning the activities of the Mission;
Directly supervising one Senior Political Analyst, four Political Analysts, two Trend Analysts, two National Trend Analysis Officers, and one Administrative Assistant, and supports the Head of Unit in the supervision of all staff of the Reporting and Political Analysis Unit (18 international Mission members and three national Mission members);
Acting as Head of Reporting and Political Analysis Unit during her/his absence;
Performing other duties and assignments as required.
