General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in international studies, public policy, political science or law or related fields

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Strong management background, particularly in personnel, logistics, administrative and finance matters;
  • Previous work experience preferably in an international environment and/or within operational field missions; 
  • Experience in working with press/media;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity;
  • Cultural sensitivity and judgment;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Good organizational skills;
  • Professional fluency in the English language, both oral and written;
  • Ability to operate Windows applications, including word processing and e-mail.

Desirable:

  • Experience of working in South East Europe;
  • Knowledge of the Albanian language;
  • Experience with project management and fund raising;
  • Knowledge of other official OSCE languages.
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Head of Presence, as Deputy Head of Presence (DHoP), you will be responsible for the following:

  1. Co-ordinating and overseeing all aspects of the Presence's work in close consultation with the Head of Presence;
  2. Co-ordinating and overseeing all aspects of the separate departments within the Presence, as well as all operational, logistics and administrative matters;
  3. Giving overall guidance and direction on the activities of the Presence in close consultation with the Head of Presence;
  4. Overseeing and advising on the day to day activities of the project offices network;
  5. Managing human resources issues in co-ordination with the Chief of Fund Administration;
  6. On behalf of and as delegated by the Head of Presence, representing him/her on public appearances; 
  7. Deputizing for the Head of Presence in his absence;
  8. Performing other duties as required.
