Furthermore, this level of responsibility requires the following:

 

Education:

Second-level university education in relevant field. Advanced degree in a management discipline would be an asset.

 

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position.

     
Tasks and Responsibilities    
     
   

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Second-level university education in a related field;
  • Significant management and supervisory experience;
  • Demonstrated sound knowledge and working experience in human rights, rule of law, and/or non-majority community programmes;
  • Experience in quality control of programmes;
  • Experience in preparing analytical reports;
  • Professional fluency in the English language;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender and cultural sensitivity and judgement to local conditions and communities;
  • Ability to operate windows applications, including word processing and e-mail; and,
  • Flexibility and ability to work under pressure and with limited time frames.

 

Desirable:

  • Knowledge of local language or most common lingua franca spoken in the mission area;
  • Education in and experience with continental European legal system;
  • Knowledge of regional political history and developments; and/or,
  • Knowledge of OSCE principles, commitments and OSCE monitoring.
     
Necessary Qualifications    
     
   

The Deputy Director is responsible for the day-to-day operational management of the Department’s activities and to assist the Director to ensure the overall effective management of the Department. Under the direct supervision of the Director of the Department of Human and Communities the incumbent will be tasked with the following duties:

 

  1. Assisting the Director in co-ordination of departmental policy, programme and budget planning;
  2. Assisting the Director in the implementation of departmental programmes by monitoring the overall performance of the department, analyzing strengths and weaknesses, and proposing necessary improvements, including means to strengthen gender mainstreaming within budgetary and non-budgetary activities of the Department;
  3. Ensuring that activities and communication between the Department’s field and headquarters’ staff are co-ordinated, and advising the Director on all activities undertaken within the Department;
  4. Being responsible for consistently transmitting Departmental policy to the field, addressing issues of co-operation between the Department and OSCE Regional Centres;
  5. Assisting the Director in determining staffing requirements and personnel issues; assisting the Director in the co-ordination of Mission activities in Headquarters and maintaining close contact with other departments to help ensure effective co-operation;
  6. Establishing working relations with external partners including local and international NGOs, other international organizations working in the field of human rights, decentralization and communities and with representatives of Kosovo’s institutions;
  7. Serving as Acting Director of the Department for Human Rights and Communities during the Director’s absence;
  8. Performing other duties as assigned.
