General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in a field related to security and safety matters or evidence of specialised training or proven experience in law enforcement, security and safety matters in a civilian or military environment
  • Ability to identify and analyse emerging security problems and propose solutions
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Several years of progressively responsible professional experience in a related field - preferably in an international environment or within operational Missions
  • Understanding of the challenges facing Central Asian States in mine action
  • Excellent analytical, diplomatic and negotiation skills
  • Professional fluency in the English language and the ability to draft documents clearly and concisely
  • Flexibility and ability to work under pressure in a challenging environment and with limited time frames
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate Windows applications, including word processing and e-mail
  • Ability to drive 4x4 vehicles with manual transmission

Desirable:

  • Working knowledge of the Russian and/or Tajik languages
  • Experience of working in the Central Asian region and/or knowledge of the region
  • Knowledge of the OSCE principles and commitments
 
 
 
 
Tasks and Responsibilities

The De-mining Officer is an integral part of the OSCE Office in Tajikistan's Politico-Military Department. Under the supervision of the Head, Politico-Military Department, the De-mining Officer performs the following duties:

 

  1. Is responsible for full project cycle management of all mine action projects;
  2. Works closely with the Commission on Implementation of International Humanitarian Law (CIIHL), the Tajik Mine Action Centre and other stakeholders to identify and address strategic issues facing Tajikistan in the implementation of its commitments under the Ottawa Convention;
  3. Monitors, evaluates and provides ongoing support to the process of nationalization of the Tajikistan¿s Mine Action Programme, especially through identifying and addressing capacity-building needs among managerial and programmatic staff;
  4. Supports the Head of Office and other regional OSCE Heads of Mission in Central Asia as necessary in fostering dialogue and in designing and implementing specific confidence-building measures that will enable Central Asian participating States to work together to reduce the threats posed by landmines;
  5. Works with the Programme Manager identify risks and issues affecting the programme as a whole;
  6. Contributes to the reporting and to periodical analytical reports of the Department;
  7. Supervises one Programme Assistant working in the above mentioned areas;
  8. Performs other duties as assigned.
