Background:
Justice Without Delays (‘JWD’) project was conceived to improve the efficiency of district court proceedings in Albania, through the implementation of practical measures and improvement of justice professionals’ knowledge on how to conduct efficient proceedings. The project is implemented between May 2016 and February 2019 by the OSCE Presence in Albania (‘the Presence’), with extra-budgetary funding from the Austrian Development Co-operation (‘the donor’), in partnership with USAID’s Justice For All Project. Beneficiaries include current and future judges, court administrators, lawyers and prosecutors, Ministry of Justice, High Council of Justice and agencies working with the courts and Albanian citizens. The Presence requires the services of one national consultant to offer the services as a court clerk for a temporary 3 months period with the possibility of extension for additional 3 months in Lushnje District Court. The Court Clerk will be the first contact point of the court visitors and will inform them about the measures and internal instructions taken by the court to increase the efficiency of the court proceedings. The court clerk will be located at entrance of the court and will act as an information desk for the court visitors by disseminating legal information materials for purposes of project implementation. In addition, the clerk will assist with the collection of initial, periodic and final data on the processing of cases and the progress of the initiative in the court.

Deliverables:
Court visitors are informed on the measures implemented by the Court in the context of the Justice without Delays initiative. Data on the length of the proceedings are gathered periodically and summary of the court clerk’s activities to be sent to Presence project staff on a weekly basis. In addition a narrative monthly report on the active measures taken by the court accompanied with an excel database containing data from the court files sent to the Presence project staff. In the long run, the process will help to shorten civil and criminal proceedings in the Court and reduce the number of hearings overall.
Necessary Qualifications:
- University degree in law;
- A minimum of one year’ experience in the field of law;
- Active attorneys working in any court are ineligible to apply due to conflict of interest issues;
- Good knowledge of court rules and procedural rules in Albania;
- Excellent knowledge of Word and Excel;
- Working language Albanian.

Remuneration Package:
The remuneration will be in the monthly gross amount of 400 EUR. The Presence undertakes no liability for taxes, duty or other contribution that may be or become payable by the beneficiary of this contract. As this is a service contract social insurance payments will not be covered.
