Background:
Justice Without Delays (‘JWD’) project was conceived to improve the efficiency of district court proceedings in Albania, through the implementation of practical measures and improvement of justice professionals’ knowledge on how to conduct efficient proceedings. The project is implemented between May 2016 and February 2019 by the OSCE Presence in Albania (‘the Presence’), with extra-budgetary funding from the Austrian Development Co-operation (‘the donor’), in partnership with USAID’s Justice For All Project. Beneficiaries include current and future judges, court administrators, lawyers and prosecutors, Ministry of Justice, High Council of Justice and agencies working with the courts and Albanian citizens.
Duties and Responsibilities:
Under the supervision of the Project Coordinator, the court clerk will be expected to: - Collect periodical data regarding the length of the proceedings, reasons for postponement of court session, unproductive sessions, etc. as advised by the Presence and USAID Justice for All Project; - Act as the Court’s first contact person for parties, lawyers, prosecutors, State representatives and other interested parties, orienting them on the internal rules of the court; - Inform them, by briefing them orally, on the practical measures implemented by the court under the Justice without Delays initiative; - Provide copies of the informative materials, including those containing measures implemented by the court; - Receive training by the Presence and USAID Project to collect data on length of court proceedings; - Serve as a data collector for the information maintained by the court on length of proceedings before and after the implementation of Justice without delays project; - Enter the gathered information in a database and maintain such database on length of concrete cases adjudicated by the judges; - Send a summary of the court clerk’s activities on a weekly basis; - Send a narrative monthly report on the active case management measures taken by the court; - Collect and report data on the rate and reasons of appeal of cases, percentage of appealed cases, number of overturned cases in the court; - Other duties assigned by the Chief Judge of the Court.
Necessary Qualifications:
- University degree in law; - A minimum of one year experience in the field of law; - Active attorneys working in any court are ineligible to apply due to conflict of interest issues; - Good knowledge of court rules and procedural rules in Albania; - Excellent knowledge of Word and Excel; - Working language Albanian.
Remuneration:
The remuneration will be in the monthly gross amount of 400 EUR. The Presence undertakes no liability for taxes, duty or other contribution that may be or become payable by the beneficiary of this contract. As this is a service contract social insurance payments will not be covered.
