Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:
- Relevant and proven professional experience in Security Sector Governance and Reform (SSG/R), preferably in emerging democracies; specific expertise in preventive non-law enforcement aspects on violent extremism and radicalization that leads to terrorism (VERLT)
- Relevant policy-level experience in Police Reform, with particular focus on human rights-based and democratic policing, including a sound understanding of community policing concepts
- Proven working experience in project management, including planning/development, implementation, monitoring, evaluation/controlling and reporting
- Previous working experience in a programmatic/strategic planning role and budgeting
- Professional fluency in oral and written English and the ability to draft documents clearly and concisely
- Flexibility and ability to work under pressure and with limited time frames
- Working experience in fundraising, donor coordination, and ability to maintain an active relationship with national counterparts (governmental and non-governmental) as well as other international organizations
- Relevant working experience in field missions
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
- Ability to operate Windows applications, including word processing and e-mail
Desirable:
- Ability to provide leadership and motivation with strong supervisory skills
- Working knowledge of the Russian and/or Tajik languages would be a strong asset
- Experience in negotiation/mediation
- Experience of working in the Central Asian region and/or knowledge of the region

Tasks and Responsibilities |
As one of the largest OSCE field operations, the Office in Tajikistan is involved in a broad spectrum of activities, ranging from stockpile security and arms control, counter-terrorism and border management to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives. The Office helps the host country implement a structural reform package and develop new, modern policing techniques to tackle organized crime, drug trafficking, and curb violent extremism potentially leading to terrorism. This includes legislative reform; training; and introduction of democratic standards and community policing methods.
Under the direct supervision of the Head of the Politico-Military Department (PMD), the Counter Terrorism and Police Issues Adviser:
- Oversees the development and implementation of the Police Reform process in the country, as well as initiatives taken by state and non-state actors in the field of prevention of violent extremism and radicalization that leads to terrorism;
- Ensures that all activities under his/her portfolio are under strict compliance with the standards of the organization, universal standards and best practices on human rights;
- Establishes and maintains effective working relations with the respective state authorities and other non-state actors in the host country;
- Establishes co-operation and co-ordinates activities with other international partners in Tajikistan;
- Organizes, co-ordinates, implements and monitors all projects under his/her portfolio related to prevention of violent extremism, police assistance and organized crime-related activities;
- Assists the relevant authorities of the host country in strengthening the democratic control of law enforcement agencies and rule of law standards in line with applicable OSCE commitments and best practice;
- Actively supports the Action against Terrorism Unit and the Strategic Police Matters Unit of the Secretariat in Vienna, to identify, develop, co-ordinate, implement and monitor OSCE activities in the field of anti-terrorism/police assistance/organized crime;
- Evaluates current status of organized crime and police legislation in Tajikistan;
- Produces analytical reports on developments in Tajikistan, as assigned;
- Supervises seven national staff members and consultants as required;
- Performs other duties as required.
