Background
     
   

The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic in fulfilling its commitments in facilitating cross border trade. It supports the Kyrgyz Republic and particularly Kyrgyz State Customs Service in updating risk management procedures, capacity building of customs officers, and facilitating cross border trade. The Office is establishing a roster of suitable local consultants to be engaged in the implementation of cross border trade related projects of the Economic and Environmental Dimension (EED) and to provide expertise in one or more of the following areas:

  • Research on Customs related issues (e.g. Eurasian Economic Union, World Customs Organization and World Trade Organization);
  • Functional analysis and/or optimization of government functions of state bodies;
  • Performance evaluation of state bodies;
  • Customs and transport related legislation and policies;
  • International commitments of the Kyrgyz Republic on trade issues;
  • Phitosanitary and Veterinary Control;
  • Technical regulations of Eurasian Economic Union, World Customs Organization and World Trade Organization;
  • Other measures aimed at increasing the efficiency of state bodies at national and local levels.
     
Tasks and Responsibilities
     
   

Under the overall guidance and supervision of the Programme Manager, the Consultant will provide consultancy/expertise and assist in the implementation of EED projects, particularly:

  • Coordinate the activities of the newly established Analytical Centre under the Kyrgyz Customs Service’s Training Centre;
  • Prepare at least 1 article for the Analytical Centre per month;
  • Interact with expert community on their engagement with Analytical Centre;
  • Assist in conducting need assessments and surveys;
  • Assist in identification of risks for the implementation of projects and provide recommendations for development of controlling measures and responses;
  • Assist in identification of external factors such as changes in legislation, political and economic situation that can impact the implementation of the projects;
  • Assist in implementation of the project activities included into the cross border trade projects;
  • Assist in monitoring and evaluation of governmental policies/action plans;
  • Draft analytical notes and reports including analysis of legislation;
  • Develop training modules and conduct training sessions;
  • Develop methodologies of research, collect data and/or conduct research.

Necessary Qualifications
     
   
  • Higher education in Political Sciences, Social Sciences, Law, Economics, International Development or other related fields;
  • A minimum of three (3) years of relevant work experience in one or more of the above mentioned fields;
  • Good understanding of social, economic and political situation in the Kyrgyz Republic;
  • Experience in the legislative drafting or analysis is an advantage;
  • Work experience in completing consultancy assignments for the OSCE Programme Office in Bishkek and other international donor organizations and projects is an advantage;
  • Work experience in government bodies at national and/or local level is desirable;
  • Excellent analytical and writing skills;
  • Excellent skills in written and spoken Russian; working knowledge of English and Kyrgyz will be an added advantage;
  • Fully-computer literate.
