Background | ||
While citizens’ participation in elections is the fundamental form of their engagement in decision-making processes, the meaningful participation of citizens in the processes of law-making and developing policy agenda is also of high importance to ensure the advancement of democracy and promotion of good governance. Citizens should be informed on mechanisms of interaction with the Parliament, parliamentary proceedings and legislation and be able to engage in a dialogue with parliamentarians. Equally, in order to be more effective in such communication, citizens need to have an understanding on decision-making processes, policy choices, and the proper use of authority, along with the skills to voice their concern and act collectively. Similarly, the elected bodies, in particularly parliamentarians, should be open to people’s needs and issues, so that the legislation addressed those issues. The inclusion of youth in political processes is crucial since the youth traditionally constitutes a positive force for transformative social change. The POiB assists the Kyrgyz Republic in further enhancing democratization processes in line with the OSCE commitments, and pays special attention to promoting rights of youth, including youth men and women with disabilities, to political and public participation. |

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates. | ||
