Background    
     
   

While citizens’ participation in elections is the fundamental form of their engagement in decision-making processes, the meaningful participation of citizens in the processes of law-making and developing policy agenda is also of high importance to ensure the advancement of democracy and promotion of good governance. Citizens should be informed on mechanisms of interaction with the Parliament, parliamentary proceedings and legislation and be able to engage in a dialogue with parliamentarians. Equally, in order to be more effective in such communication, citizens need to have an understanding on decision-making processes, policy choices, and the proper use of authority, along with the skills to voice their concern and act collectively. Similarly, the elected bodies, in particularly parliamentarians, should be open to people’s needs and issues, so that the legislation addressed those issues.

The inclusion of youth in political processes is crucial since the youth traditionally constitutes a positive force for transformative social change. The POiB assists the Kyrgyz Republic in further enhancing democratization processes in line with the OSCE commitments, and pays special attention to promoting rights of youth, including youth men and women with disabilities, to political and public participation.

     
Tasks and Responsibilities    
     
   
  1. Develop and agree with the OSCE POiB a methodology, programme of youth capacity building training course with elements of simulation exercises;
  2. Develop and agree with the OSCE POiB information materials, including promo-materials, to be distributed among young people and students;
  3. Agree and coordinate with universities and colleges functioning in Bishkek the organization of training course;
  4. Ensure the participation of the CEC senior management and experts in the field of elections in the training course;
  5. Ensure the participation of at least 50 young people in total in the training course;
  6. Provide recommendations for the POiB on follow-up civic education activities with a special focus on increasing youth knowledge and capacity.
     
Necessary Qualifications    
     
   
  • University degree in the field of Management, Law, Politics, Social Sciences or related field;
  • Practical experience in the field of human rights, democratization, election, political affairs;
  • Strong knowledge of Kyrgyz legislation system particularly in electoral rights;
  • Strong knowledge of strategic planning and project management;
  • Experience in training of youth;
  • Fluency in Kyrgyz and Russian and excellent analytical and writing skills;
  • Strong organisational and communication skills;
  • Flexibility, ability to work under minimal supervision and deliver against tight deadlines.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
