The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR mandate. The consultancy is located within ODIHR’s Project Co-ordination Unit (PCU) of the Direction and Policy Department, tasked to provide quality oversight and advice concerning the design and use of project development, monitoring and evaluation tools and processes.
The objective of this consultancy is to systematize and optimize ODIHRs data collection for programmes, projects, and activities when using evaluation forms until end of June 2021.
It will also ensure best practices of using evaluation forms are integrated, and that a standardized template is created ensuring gender and diversity mainstreaming.

Tasks and Responsibilities: |

|
|
Under the supervision of the Project Co-ordinator, the Consultant will perform the following tasks:
- Collect and analyze currently used evaluation forms from all ODIHR programmatic departments as well as lessons learned and good practices.
- Based on the collected information, suggest specific and new evaluation tools to allow for the collection of data at the outcome, output and activity levels.
- Design standardized evaluation form templates (for online and offline use) which is gender and diversity mainstreamed on the basis of the currently used evaluation forms and lessons learned.
- Prepare and deliver a presentation on the designed tools to ODIHR project managers.

Necessary Qualifications: |

 |
|
|
- First level university degree in a relevant subject area (international relations, area studies relevant to OSCE region, international development/project management);
- Minimum four (4) years of progressively responsible professional experience in project monitoring and evaluation, including in the thematic areas covered by ODIHR human dimension mandate;
- Demonstrated use of Project Cycle Management, good knowledge and application of the logical framework and other approaches to project monitoring, data collection, and management;
- Demonstrated experience of incorporating gender and diversity mainstreaming into project monitoring and evaluation activities;
- Professional fluency in English with an ability to analyze information and communicate clearly and concisely; knowledge of English language style guides is an asset;
- Understanding of the specificity and sensitiveness of activities in the fields of human rights, democratization, tolerance and non-discrimination, Roma and Sinti and elections;
- Computer literate with practical experience in Microsoft applications.

Remuneration Package: |

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates. |
