Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 15 working days.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States (pS) enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Strategic Police Matters Unit (SPMU) at the Secretariat responds to requests from participating States for specific expert advice on policing and police-related activities. Good policing has played a vital role in preventing conflict (particularly secondary conflicts), in preserving social stability during political crises, as well as in supporting the rehabilitation period following the end of conflict. Equally apparent is that without effective law enforcement and genuine respect for the rule of law and the institutions responsible for upholding it, there can be little likelihood of social, political or economic stability.

 

As part of its activities in the fight against cybercrime, TNTD/SPMU is implementing the OSCE Extra-Budgetary project no. 1102092 “Capacity Building on Combating Cybercrime in Central Asia”. The objective of this project is to build up training capacities of five OSCE pS in Central Asia, namely Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, to sustainably educate and train their police officers and prosecutors on combating cybercrime. As part of the project’s preparatory phase, TNTD/SPMU is in the process of setting up a team of experts to support the development and organization of training courses scheduled within the first phase of this project: two regional training-of-trainers courses and four thematic training courses on combating cybercrime.

 

To this end, TNTD/SPMU is hiring multiple Consultants to assist the implementation of the two regional training-of-trainers courses. This assignment requires reviewing and updating existing training materials, developing a complete training module in English for online delivery, as well as delivering the training courses in June and November 2021.

 

     
Tasks and Responsibilities    
     
   

TNTD/SPMU requires the services of a Consultant to prepare and deliver two regional OSCE training-of-trainers courses. More specifically, under the supervision, guidance, and close consultation with the Deputy Head of SPMU, the Consultant will be tasked with the following:

 

  1. Reviewing and updating existing training materials on the topic, provided  by the OSCE; 
  2. Adapting the training material for online delivery;
  3. Completing the delivery of online training module for up to 20 participants.
     
Necessary Qualifications    
     
   
  • University degree in computer science, information and communication technology, computer forensics, criminal law or related field, or specialized training in computer technology, cybersecurity or cybercrime with a professional certification;
  • Minimum of 6 years of professional experience working in digital forensics, cybercrime investigation or criminal investigation for a law enforcement agency;
  • Experience with teaching or delivering training-of-trainers courses on cybersecurity or cybercrime, especially for members of law enforcement, is highly desirable;
  • Previous experience with working for international organizations or international projects would be a distinct asset;
  • Professional fluency in English;
  • Demonstrated gender awareness and sensitivity, an ability to integrate a gender perspective into tasks and activities;
  • Computer literate;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Remuneration Package    
     
    Remuneration will be based on the applicable fee scale that applies to the delivery of consultancy services by individual contractors, and shall depend on the complexity of the tasks and deliverables.
