Background    
     
   

The OSCE Programme Office in Bishkek (POiB) will support a series of capacity building training courses aimed at enhancing the analytical, communication and professional skills of the parliamentary staff based on the comprehensive needs assessment conducted by the UNDP in 2019. The training courses will be organized in close co-operation with the Jogorku Kenesh of the Kyrgyz Republic through the expert and logistical assistance from the POiB. The main objectives are to increase professional capacity, improve knowledge and skills of the trainees including an induction course for new MPs of the 7th convocation following the parliamentary elections in the fall of 2021 as well as enhance transparency, accountability and effectiveness of the Parliament in line with the Parliamentary Development Strategy for 2017-2021; monitor and evaluate the Parliamentary Development Strategy for 2017-2021 and draft recommendations on the new Strategy for 2022-2026; support the initiative to promote Open Parliament.

The ultimate objective of the consultancy is to assist the Kyrgyz Republic in promoting democratic governance, Open Parliament and increasing parliamentarianism to build a peaceful society through increasing professional, analytical and communication skills of MPs and parliamentary staff and developing a monitoring and evaluation of the Parliamentary Development Strategy for 2017-2021 and draft recommendations on the new Strategy for 2022-2026.

     
Tasks and Responsibilities    
     
   

Under the supervision of the National Programme Officer, the consultant will perform the following tasks:

  1. Conduct consultations and meetings with relevant stakeholders, including the group of experts, partners and other specialists to coordinate and discuss related issues;
  2. Prepare, deliver and assess the current situation of the Jogorku Kenesh of the Kyrgyz Republic and organise a group of experts, who will provide expert support in analysing the Parliamentary Development Strategy for 2017-2021;
  3. Conduct evaluation and monitoring of the implementation of the Parliamentary Development Strategy for 2017-2021 as well as draft and present an analytical report to the public based on the results of the group work;
  4. In consultation with the members of the Parliament of the 7th convocation, relevant representatives of the Parliament, develop and present the draft methodological recommendations on the Parliamentary Development Strategy for 2022- 2026 based on the evaluation and monitoring of the previous strategy;
  5. Prepare relevant modules and training materials, deliver and moderate a series of training courses for the parliamentary staff members based on the comprehensive needs assessment upon request from the Parliament;
  6. Prepare relevant modules and training materials, deliver and moderate an induction training course for new members of the Parliament of the 7th convocation following the parliamentary elections in the fall of 2021;
  7. As part of the mentoring team, consultant will participate throughout the course and contribute to creating an atmosphere of trust and collegiality by observing and encouraging, supporting and counselling;
  8. Submit interim and final summary reports to the OSCE POiB as per the provided templates.

Consultant shall provide the consulting services in Kyrgyzstan, Bishkek.

Necessary Qualifications    
     
   
  • University degree in the field of Management, Law, Politics, Social Sciences or related field;
  • Minimum five years of professional experience in the field of human rights, democratization, political affairs;
  • Knowledge and experience of conducting monitoring and evaluation of the government programs and projects;
  • Professional fluency in the Kyrgyz language, both oral and written, knowledge of Russian and English will be an asset;
  • Practical experience in creating and assessing strategic plans and documents of governmental organizations and institutions;
  • Strong knowledge of the legislative system of the Kyrgyz Republic, particularly in parliamentarism, knowledge of the structure and operations of the Jogorku Kenesh of the Kyrgyz Republic;
  • Experience in training of adults, particularly on the foundations of the development of parliamentarism;
  • Excellent writing and presentation skills;
  • Flexibility, ability to work under minimal supervision and deliver against tight deadlines.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
