Background    
     
   

Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 96 working days within the period 15 March 2021 – 31 December 2022.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE’s role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security.

 

The OCEEA has launched the E-MINDFUL project that aims to provide guidance on how to leverage balanced and fact-based communication on migration to foster social cohesion, de-polarize the public perception of migrants and prevent further divisions and instability in hosting societies. The project – co-funded by DG HOME and implemented in partnership with the ILO and the Observatory on Public Attitudes on Migration at the European University Institute (OPAM/EUI) - will involve countries in the EU and in the Western Balkans (Austria, Bosnia-Herzegovina, Germany, Italy, North Macedonia and Serbia).

 

To provide the project activities, objectives and outcomes with appropriate visibility, a Communication and Visibility Plan (C&V) will be developed, approved by the Project Steering Committee (PSC) and implemented throughout the project implementation.

 

To this end, the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA), requires the technical assistance of a Consultant - Senior Communication Advisor who will be tasked to pool his/her expertise, experience, sensitivity and creativity to develop and implement the Project Communication and Visibility Plan. 

     
Tasks and Responsibilities    
     
   

Under the co-ordinating role of the Senior Project Manager (SPM) of the project and the overall supervision of the Project Steering Committee (PSC), the Consultant - Senior Communication Advisor will be tasked to:

 

  1. Providing inputs for the elaboration of the C&V Plan in line with the EU, OSCE, OPAM/EUI and ILO requirements;
  2. Mapping the already available C&V tools and means among project partners, national entities engaged in the project implementation, indicating target audiences as well as most suitable means and messages for each means and the respective audiences; maximizing the use of identified tools and means in the C&V Plan identifying the most suitable communication strategy throughout the project implementation;
  3. Identifying institutions and organizations that can act as multipliers of the information/messages about the project objectives, activities and outcomes;
  4. Elaborating the C&V Plan, collecting and consolidating inputs as appropriate from project partners, presenting and getting the approval of the C&V from the OSCE SPM and the PSC;
  5. Assisting in the implementation of the C&V Plan throughout the project, monitoring and adjusting the communication strategy according to feedback; providing periodic monitoring reports every three months;
  6. Participating in the activities of the Multidisciplinary Working Group to pool collective knowledge towards effective communication about the project objectives, activities and outcomes;
  7. Providing inputs and supervising the elaboration of the logo of the project;
  8. Providing inputs and supervising the creation of a dedicated website of the project as an information as well as a working tool to ensure interaction among project partners;
  9. Providing inputs in the editing of all deliverables envisaged in the project, with special consideration to the Stocktaking Report and the final Capitalization Toolkit; 
  10. Providing mid-term report of the C&V Plan (12 months) and a final report (24 months);
  11. Any other tasks related to ensure the most effective and suitable visibility to the project objectives, activities and outcomes.

Necessary Qualifications    
     
   
  • University degree in communication, philosophy, linguistics and similar;
  • At least 7 years of continuous work experience as author, producer and editorial supervisor of television programs and multimedia productions with national and international public and private broadcasters (TV, radio) in any of the countries participating in the project;
  • Experience as artistic manager of exhibitions, film/documentary festivals advantageous;
  • Experience in dealing with communication products/formats on migration and migrants advantageous;
  • Excellent communication skills;
  • Knowledge of working with international organizations and/or high political institutions would be an asset;
  • Professional fluency in written and spoken English, including excellent communication and drafting skills; knowledge of other OSCE working languages would be an asset;
  • Professional fluency in Italian and/or German and/or local languages of the Western Balkans countries would be an asset;
  • Computer literacy;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
     
Remuneration Package    
     
    Remuneration will depend on the selected consultant’s/expert’s qualifications and experience and in accordance with the OSCE established rates.
