Background    
     
   

The project “Support for Victims and Witnesses of Crime in Serbia”, implemented by the OSCE in co-operation with the Ministry of Justice of the Republic of Serbia and funded by the European Union, entrusts the Ministry of Justice the task of co-ordinating the drafting of a National Strategy on the Rights of Victims of Crime, in co-operation with other relevant institutions, while the OSCE is expected to provide expert assistance and technical support. In this regard, a Working Group consisting of representatives of all relevant institutions has been established.

The OSCE Mission to Serbia requires the services of an international expert to assist the Working Group in drafting the National Strategy on the Rights of Victims of Crime and the accompanying Action Plan, based on European best practices. The Working Group consists of representatives of the Ministry of Justice, Ministry of Interior, Ministry of Social Affairs, High Judicial Council, State Prosecutorial Council, Office of the State Prosecutor, Supreme Court of Cassation, along with other relevant institutions and non-governmental organisations that will join the Working Group at a later stage.

     
Tasks and Responsibilities    
     
   

Under the supervision of the National Legal Officer, the expert will be required to provide expert assistance and advice to members of the Working Group in drafting the National Strategy for the realisation of rights of victims and witnesses of crime in Serbia, specifically through giving presentation for the Working Group members on best European practices and proposing a format of the Strategy (at the beginning of the drafting process), and through providing written comments to the first draft of the Strategy (at the end of the drafting process). Therefore, the consultant will:

  • present the current Victim and Witness Support system and policy and strategic framework within which the expert works, with the proposed format of the Strategy,
  • review and facilitate the discussion on the organizational and multidisciplinary aspects of the draft National Strategy on Crime Victims’ Rights in Serbia, and provide written comments on the proposed draft.

The expert will attend one working group meeting at the beginning and one at the end of the drafting process in Belgrade, Serbia and will provide assistance on these occasions.

     
Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding the citizenship of the Republic of Serbia;
  • University degree in social science or law;
  • Minimum 10 years of professional experience working in the justice sector, of which at least 5 years of experience are related to developing a support system for crime victims in a European country;
  • Experience in developing and drafting strategic documents related to the realisation of crime victims’ rights;
  • Excellent presentation and communication skills;
  • Strong analytical skills;
  • Professional fluency in English, both oral and written;
  • Knowledge of Serbian/Bosnian/Croatian would be an asset;
  • Computer literacy with practical experience in Microsoft package, including the ability to independently finalize a document for external use;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity.

Remuneration Package    
     
   

The consultant will be employed for a period of 3 days at the beginning of the drafting process and for another period of 3 days at the end of the drafting process. The consultant will be paid at the rate of up to 360 EUR per day worked, i.e. a total amount not exceeding 2,160 EUR, commensurate to individual qualifications and experience.

In addition, the OSCE will bear all travel and accommodation costs associated with the consultancy.
