Automated information systems (AIS) can improve the efficiency of local self-government bodies and automate the work of specialists in the provision of state and municipal services. Over the past few years, national authorities have introduced new AISs in local self-government bodies ("Sanarip aimak", "E-Kyzmat", EDMS "Infodocs", "Electronic trading platform", "Portal of public services", "Unified register of violations"), to allow local authorities to exchange data with other state bodies and enable them to provide a range of public services in a more expeditious manner.
In 2020, municipal servants received training on using the above-mentioned AISs for municipal servants, however a survey among municipal employees revealed that they still encounter issues in using them.
Thus, OSCE Programme Office in Bishkek will contract two local consultants to support the State Agency on Regional Development under the Ministry of Agriculture, Water and Regional Development in developing training materials and conducting trainings for municipal servants on digital literacy. |

Tasks and Responsibilities |

|
|
|
|
Under the supervision of Project Manager / Senior Program Assistant, the consultants will perform the following tasks:
- Training of municipal servants in the correct entry of data into automated information systems "Sanarip aimak", "E-Kyzmat", EDMS "Infodocs", "Electronic trading platform", "Portal of public services", "Unified register of violations";
- Develop ICT curriculum with relevant training materials and provide the SARD 5 days before the training;
- Assess the knowledge and skills of the participants before and after the training (pre-test and post-tests);
- Conduct trainings according to the approved schedule;
- Develop a standard questionnaire to assess the knowledge of participants before and after the test;
- Develop a standard questionnaire to assess the satisfaction of participants with the conditions of the organization;
- Prepare and provide the OSCE staff and SARD with a report on the conduct of trainings with registration lists of participants, the necessary financial documents.

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in social sciences, public administration, human resource management or other related fields;
- Research and analytical skills, skills of practical implementation of automated systems "Sanarip aimak", "E-Kyzmat", EDMS "Infodocs", "Electronic trading platform", "Portal of public services", "Unified register of violations";
- Experience of work in local state government bodies and knowledge of information systems that are currently implemented in local governments;
- At least 3 years of professional experience providing advisory services in the area of public administration, public (municipal) services delivery, training conducting, or other related fields both at local and central (national) levels;
- Diverse experience comprising work experience in government bodies, experience of developing curriculums and methodological documents;
- Experience of writing analytical notes is desirable;
- Professional fluency in Kyrgyz and Russian languages, both oral and written;
- Experience working in projects funded by international development organizations;
- Knowledge of OSCE and its operations is desirable.

Remuneration Package |

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates. |
