Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 30 working days.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions

 

The Programming and Evaluation Support Unit of the Conflict Prevention Centre (CPC/PESU) is the OSCE’s main focal point on elaborating Project Management methodology and tools in line with the Common Regulatory Management System (CRMS) and with the recognized international standards. It is the primary point of contact within the OSCE on programmatic and project management matters in relation to the Unified Budget (UB) process, as well as the Extra-budgetary (ExB) contributions. PESU advises senior management and field operations on implementation of programme and project management as well as Performance-Based Programme Budgeting (PBPB) and co-ordinates all related training and coaching activities (i.e. strategic planning, programme management, project management) undertaken by the Unit across the Organization.

 

Within the framework of its mandate, CPC/PESU regularly enhances the tools used by project and programme managers throughout OSCE during all stages of the project cycle, including project templates, project management manual, training on processes, sharing of best practices. To streamline the project cycle related processes, CPC/PESU plans to develop platform for electronic project management (E-Pro platform) with a view to enhancing efficiency, transparency, accountability of the project management in OSCE and improving the quality and consistency of project documents.

 

The proposed E-Pro platform is a single-entry system, which would collect, convert (where necessary) and present a variety of available project related templates into online format, and would combine project management processes while providing enhanced capacities for automation, analysis and audit trail. The E-Pro platform should also track and display, simplify and automate some of the project implementation and reporting practices. When deployed, E-Pro will also strengthen the tools for senior management to have a good overview of the overall portfolio as well as the institutional memory and audit trail for the organization by serving as a storage of all developed, assessed, approved or denied, amended, reassessed, implemented and evaluated projects.

     
Tasks and Responsibilities    
     
   

The OSCE is looking for qualified candidates to the consultancy position of an Expert on Project Management to carry out the Needs Assessment and Feasibility Study for the E-Pro platform. The Expert will support the Expert in Information Technology and Project Management in carrying out the Needs Assessment and Feasibility Study for the E-Pro platform. More specifically:

 

  • Being responsible for liaising with OSCE staff from different departments and units in the Secretariat, as well as other identified units, departments and executive structures, to carry out the Needs Assessment and Feasibility Study;
  • Carrying out meetings, collecting information on the needs of OSCE staff and mission members related to E-Pro;
  • Studying relevant the regulatory framework and analysing the existing IT systems;
  • Submitting written reports on the Needs Assessment and Feasibility of E-Pro, as well as subsequently preparing Terms of Reference for selected options of the E-Pro platform;
  • Ensuring co-operation with an Expert in Information Technology and Project Management and supporting joint delivery of the required documents; detailed terms of reference for the assignment will be provided to the selected candidate.

Necessary Qualifications    
     
   
  • Bachelor's or Master's degree in project management, social sciences or other related fields;
  • Practical experience in project management of more than 15 years;
  • Proven previous experience of deploying or using online project management platforms;
  • Previous experience in working in international organizations would be an asset;
  • Excellent written and oral communication skills in English;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity as well as ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Remuneration will depend on the selected consultants/experts qualifications and experience and in accordance with the OSCE established rates.
