The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General (SG) and the Chairmanship, in leading work on all aspects of the conflict cycle, and in supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.
The Forum for Security Co-operation (FSC) is the main OSCE body dealing with the politico-military aspects of security and provides a forum for political dialogue for OSCE participating States. The FSC Support section within the Conflict Prevention Centre at the OSCE Secretariat supports the work of the FSC by providing technical support and expertise. In this respect, the Section acts as a focal point and prepares reports and overviews on military information exchanged by participating States. The Section also fosters implementation of Confidence and Security-building Measures (CSBMs) and develops assistance projects with regard to Small Arms and Light Weapons (SALW) and Conventional Ammunition. Its ExB Project “Strengthening OSCE action against the illicit proliferation of Small Arms & Light Weapons (SALW) and Stockpiles of Conventional Ammunition (SCA) — Phase 1 and Phase 2”, among other activities, aims to provide a thorough assessment of needs, requirements, and present opportunities for the update of the OSCE documents, Plan of Action and best practices guidelines in relation to SALW/SCA, and seeks to deepen the support process by providing further guidance to the OSCE pS and on the practical steps needed for the upgrade of SALW and SCA assistance mechanism. In addition, by collecting and collating lessons learnt and feedback on SALW and SCA normative framework, it tries to address the need to further improve the performance of developers and implementers of SALW and SCA practical assistance projects, by producing a number of technical knowledge products, including the Guidance Notes on Assistance Projects (hereinafter GNAPs).
To support these processes, the Project is seeking to employ a consultant who will provide necessary support and advisory on developing, updating and editing of Guidance Notes for OSCE Assistance Projects on SALW and SCA, and supporting development of new Best Practice Guides (BPG): the “BPG on Small Arms and Light Weapons (SALW) and Conventional Ammunition, their purpose, effective use and systematic review” and the “BPG on OSCE SALW/SCA national ownership and capacity development”. |

Tasks and Responsibilities | ||
The OSCE is looking for qualified candidates to the consultancy position of an Expert on the OSCE politico-military dimension, having an in-depth knowledge on FSC topics. The consultant should also have an experience in policy drafting and analysis in the security and military field. More specifically, in close cooperation with the subject experts at the FSC Support Section, the consultant will be responsible for the following tasks:
