Background    
     
   

Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 50 working days within the period May 2021- December 2021.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General (SG) and the Chairmanship, in leading work on all aspects of the conflict cycle, and in supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

 

The FSC Support Unit co-ordinates and facilitates the OSCE’s role in the politico-military dimension. The primary task of the Unit is to provide expertise and sup¬port to the FSC, an autonomous OSCE decision-making body that deals with military aspects of security. Furthermore, the Unit initiates, develops, implements technical assistance projects in the field of Arms Control, Code of Conduct on Politico-Military Aspects of Security, Small Arms and Light Weapons (SALW), Stockpiles of Conventional Ammunition and UNSCR 1540, as well as performs quality assurance and quality control of the implementing entities such as OSCE Field Operations, UNDP, UNODA and commercial contractors. The amount of the Unit's workload, as well as the need for technical expertise under specific assistance projects, including those delegated for implementation to the Field Operations require relying on additional technical capacity hired through consultancy.

     
Tasks and Responsibilities    
     
   

The OSCE is looking for qualified candidates to the consultancy position to provide support to the facilitation of development of guidebook on implementation measures under UNSCR 1540 (2004).

 

Continuously drawing on the already established close coordination between the 1540 Committee and the OSCE, development of a set of best practices by the OSCE would fully support the 1540 Committee’s objectives and have value-added not only for OSCE participating States, but also for the region as a whole. Therefore, interested participating States of the OSCE would be asked to contribute to the preparation of best practice guides on each of the following aspects drawn from the operative paragraphs of UNSCR 1540, but not limited to:

 

  1. Practices prohibiting non-State actors from acquisition and use of WMD, including: sample pieces of legislation, which prohibit any non-State actor to manufacture, acquire, possess, develop, transport, transfer or use nuclear, chemical or biological weapons and their means of delivery, in particular for terrorist purposes, as well as attempts to engage in any of the foregoing activities, participate in them as an accomplice, assist or finance them;
  2. Practices of effective domestic controls to prevent proliferation of nuclear, chemical, or biological weapons and their means of delivery, including by establishing appropriate controls over related materials: a) Effective accounting and security of WMD, their means of delivery and related materials in production, use, storage or transport; b) Physical protection measures of WMD, their means of delivery and related materials (including reference list to already developed standards by the IAEA, OPCW and other relevant international organizations); c) Establishing border controls and law enforcement efforts to detect, deter, prevent and combat, including through international cooperation when necessary, the illicit trafficking and brokering in WMD, their means of delivery and related materials; d) Complement, where appropriate, the existing guide on export and transhipment controls of WMD, their means of delivery and related materials, which the U.S. has already provided. Other States could provide their own input towards this Chapter as well. 

 

To achieve the above objectives, the Chapters of Best Practice Guides for Implementation of UNSCR 1540 (2004) in the OSCE region were drafted in 2020. Negotiations with interested participating States will commence in the near future. The services of the Expert are required in order to provide technical support to the upcoming meetings and drafting sessions.

Necessary Qualifications    
     
   
  • First-level university degree in security and/or military sciences, or equal education;
  • A minimum of 10 years professional experience in CBRN area;
  • Proven experience in academic and/or practical work on international disarmament frameworks including CBRN safety and security aspects;
  • Understanding of challenges facing OSCE pS in the field of CBRN / WMD; previous direct experience and/or exposure to CBRN / WMD work of relevant international organizations, including the EU and UN;
  • Varied experience with governments, civil society and intergovernmental agencies in OSCE geographical area would be an asset;
  • Excellent analytical, diplomatic and negotiation skills;
  • Excellent oral and written English language skills and the ability to draft documents clearly and concisely;
  • Flexibility and ability to work under pressure in a challenging environment and within limited time frames;
  • Professional competence with MS Office and Windows applications, including word processing and e-mail.

Remuneration Package    
     
    Remuneration will depend on the selected consultant's/expert's qualifications and experience and in accordance with the OSCE established rates.
