Background    
     
   

As part of the POiB project Support in upholding economic, social and cultural rights (ESCRs) the OSCE POiB will continue to support and co-operate with the Ministry of Labour and Social Development (MoLSD) by providing it with expertise and joint efforts to create favourable conditions for persons with disabilities (PwD) in a compliance of international commitments. Specifically, the expert support will be provided to analyze national regulatory legal acts in relation to persons with disabilities and at least 5 new regulatory legal acts will be developed. Local legal expert will revise the regulatory legal acts and advise on relevant amendments, in line with UN Convention on the Rights of Persons with Disabilities (UN CRPD).

The consultant will continue to support the MoLSD and Inter Agency Working Group with clearly defined tasks for 120 full working days under the consultancy contract modality.

     
Tasks and Responsibilities    
     
   

Under the supervision of Head of Human Dimension Department, the consultant will perform the following tasks:

Task 1: To continue to review laws and documents, regulatory legal acts of MoLSD, national specific disability related documents and harmonize legislation of the Kyrgyz Republic with provisions of the UN Convention on the Rights of Persons with Disabilities;

Task 2: To analyse relevant regulatory legal acts and prepare amendments to the regulatory legal acts concerning the rights of persons with disabilities in line with the provisions of the UN Convention on the Rights of Persons with Disabilities. Additionally, to provide methodological and analytical support for regulatory legal acts;

Task 3: To provide legal advice to the Inter-Agency Working group (IAWG) and the Council for PwD under the Government of the Kyrgyz Republic;

Task 4: To prepare legal documents for the meetings of the Council on PwD;

Task 5: To organize and hold meetings with partners from governmental bodies and civil society aimed at discussions of the implementation of the Convention on the Rights of Persons with Disabilities;

Task 6: To prepare matrix on the amendments, amendments to regulatory legal acts related to PwD in co-ordination with MoLSD;

Task 7: To submit monthly reports and final report to the Head of Human Dimension Department on the developments and results achieved by 30 September 2021.

The expert consultant will work from home and at the premises of MoLSD.

     
Necessary Qualifications    
     
   
  • University degree in Social Sciences, Organizational Development, Psychology, Law or related fields, at least three years of professional experience related to Human Rights;

  • Specialty in jurisprudence, public administration;

  • Knowledge of internal and business processes in the civil service;

  • Considerable professional experience in drafting reports and elaborating recommendations; 

  • Experience in legal analysis; 

  • Constructive interaction with all stakeholders;

  • Knowledge of legal base and issues related to persons with disabilities in the Kyrgyz Republic;

  • Extensive experiences and expertise in/from the disability sector and disability inclusive development;

  • Knowledge of gender sensitive development programming, community development, and local governance;

  • Experience working with Disabled Peoples Organizations;

  • Experience in strategic planning and organizational development;

  • Excellent report writing skills;

  • Excellent analytical and presentation skills in Russian language;

  • Kyrgyz language is an asset.

Remuneration Package    
     
    Remuneration will depend on the selected consultant¡¦s qualifications and experience and be in accordance with OSCE established rates.
