Background

 

 

     
   

Since 2013, HCNM has assisted the Kyrgyz authorities (i.e., Department of Ethnic and Religious Policies and Interaction with Civil Society of the President Office and the State Agency for Local Self-Government and Inter-Ethnic Relations (GAMSUMO)) in the development of national policy on inter-ethnic relations (e.g., State Concept on National Unity and Inter-ethnic Relations 2013-2017 and Concept of Development of Civic Identity Kyrgyz Zharany 2021-2026).

On 12 November 2020, the acting President, Sadyr Jaripov, signed the Concept of Development of Civic Identity Kyrgyz Zharany and tasked Kyrgyzstan’s government with developing an Action Plan for the concept within a 3-month period. The government will set up an inter-agency working group, chaired by the deputy Prime Minister and coordinated by GAMSUMO. 

GAMSUMO has requested HCNM to assist in developing the new action plan, in the form of assisting the process and providing technical advice. It is expected that this will also include consultations at different levels with relevant state agencies and civil society actors. In advising and supporting this process, HCNM will coordinate closely with other development partners supporting the government of Kyrgyzstan in this area of work.

HCNM is seeking a national specialist who can assist GAMSUMO in carrying out these responsibilities under a consultancy during the period 15 January to 31 March 2021, for a maximum of 25 working days. 

The objective of the consultancy is to assist in the development of an action plan for the Concept of Kyrgyz Zharany, which contributes to supporting social cohesion within the multi-ethnic society of Kyrgyzstan.

As part of this objective the national specialist, in cooperation with other members of the established working group and under the guidance of the Leading International Specialist, shall support the drafting of an action plan based on consultations. This plan will implement the National Concept  "Kyrgyz Zharany" for 2021-2026.

     

Tasks and Responsibilities

 

 

     
   

The Consultant will be assigned the following tasks, which should be implemented in co-operation with other specialists of the working group established by the State Agency for Local Self-Government and Inter-Ethnic Relations of the Kyrgyz Republic:

  1. Advise HCNM on political risks and institutional challenges in the policy development process/context in Kyrgyzstan, relevant for the Concept of Kyrgyz Zharan;
  2. Review and provide written comments/input on a draft action plan for the Concept of Kyrgyz Zharany that meets SMART criteria;
  3. Participate in meetings of and provide advice to the working group on development of the implementation plan;
  4. Conduct consultations with relevant state agencies, experts, and NGOs to identify key activities to be included in the implementation plan;
  5. Co-organize and participate in all meetings of the working group and expert discussions on drafting the implementation plan;
  6. Conduct at least three roundtable discussions on the first draft of the implementation plan with participation of experts, civil society and minority representatives in the Osh/Jalalabad or/and Chui provinces;
  7. Implement other tasks related to the development of the implementation plan. 
  8. Co-ordinate with international specialist and HCNM staff.

The deliverables for the consultancy are:

  1. Providing substantial written comments/contributions to the draft SMART action plan for the Concept of Development of Civic Identity Kyrgyz Zharany 2021-2026;
  2. Drafting short reports on the consultations and roundtables with relevant stakeholders;
  3. Submitting a final consultancy report including analysis and recommendations for the follow up; and
  4. Contributing other deliverables as requested.

Necessary Qualifications

 

 

     
   
  • Second-level university degree, preferably in political science, sociology, pedagogy, linguistics, law related issues, inter-ethnic relations;
  • Professional experience in the field of policy advice, education, inter-ethnic relations, civil society organizations, human rights etc.;
  • Professional fluency in English and/or Russian;
  • Experience in research, elaboration and presentation of concepts, strategies or policies;
  • Excellent drafting skills.
