Background    
     
   

In the framework of its activities to address migration and traffic-related issues in Kyrgyzstan, the OSCE Programme Office in Bishkek (POiB) continues supporting the Government of Kyrgyz Republic in implementation of the national legislation and policy documents by improving co-operation among different state officials and non-governmental actors and in enhancing their professional capacity and skills. Each year, the POiB organises training sessions and capacity-building activities for state bodies on preventing and combating trafficking in human beings (CTHB) with the involvement of implementing partners. Moreover, the POiB conducts awareness-raising activities for the vulnerable layers of population including youth, women and public on risks of migration and human trafficking. Starting from this year, the Office will be also working with religious leaders and migrants’ families. The POiB also supports the host State in policy development and implementation of the national legislation related to CTHB and migration as well as in fulfilling its international obligations in these areas. To achieve all these objectives, the POiB needs additional expertise. Especially, the POiB requires services of local experts with knowledge of the migration and anti-trafficking legislation and with several years of experience in relevant government bodies, NGOs and international organizations. Preference will be given to those experts who have a proven experience in policy development, drafting of action plans, protocols, normative acts, and conducting capacity-building and awareness-raising activities for diverse audiences.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Project Manager, the consultant will perform the following tasks:

  1. Provide expert support to the Co-ordinating Government Body on CTHB and migration and other relevant government bodies in drafting and implementing national strategies and policy documents, including (but not limited to), National Action Plans on THB (NAP), National Referral Mechanism (NRM), Standard Operating Procedures (SOPs), Migration Strategy, Emergency Protocols, and other normative acts related to migration and THB;
  2. Participate in quality of expert and trainer in activities and events co-organised by the POiB, which include making of presentations, preparing training modules and conducting training sessions, actively participating in various seminars, round tables and conferences;
  3. Inform the Project Manager (PM) on all developments in the areas of migration and THB, make situational analysis and provide recommendations for OSCE interventions as well as organize meetings with relevant stakeholders if necessary or requested by the PM or programmatic staff.

The Consultant will be working from home and will organize the necessary meetings at the designated places.

     
Necessary Qualifications    
     
   
  • University degree in law, human rights, political science and other related areas;
  • Thorough knowledge of migration and trafficking in human beings-related issues in Kyrgyzstan and the OSCE region;
  • Knowledge of the national legislation in relation to migration and THB and in the countries of Central Asia;
  • At least five years of professional experience in the related areas;
  • Good training and organisational skills;
  • Ability to draft programmatic and policy documents;
  • Understanding of international standards related to migration and THB;
  • Excellent command of Russian language, knowledge of Kyrgyz language desirable;
  • Working knowledge of English language would be an asset.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
