Background
The Media Section, under the auspices of the Media + Public Relations Policy Initiative, will develop the media relations and communication skills of a group of Kosovo Police members in Prishtinë/Priština. The initiative aims to include women from the said target group, and focus on particular elements and challenges that Kosovo Police officers might face in communicating with media.
The workshops will target Kosovo Police officials other than spokespersons who get approached by media to deliver statements on a specific issue and the challenges they face in dealing with media enquiries. In addition, the participants of the activity will expand their knowledge on the applicable legal framework and judicial terminology.
Objective
The OSCE Mission in Kosovo requires the services of one local experienced consultant for a five-day engagement to assist Kosovo Police members to improve their skills in dealing with media and increase their understanding of the legal framework and judicial terminology.
Tasks and Responsibilities
The hired local consultant shall prepare and provide an interactive training for Kosovo Police to strengthen their communication skills when engaging with media. The training will include examples of proper and improper police conduct and the realities of dealing with the media, as well as media in the digital age. The training will include a significant interactive and hands-on element. A portion of the training will be dedicated to building the basic legal capacity of police officers as they often are required to answer such inquiries from media prior and following prosecutor handover.

Remuneration Package
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
