Background    
     
   

Please note that this is a call for a Consultancy Roster. This is a Vienna-based consultancy or with ability to travel to Vienna and to all other OSCE duty stations. This particular expertise is needed on a recurring basis, normally several times a year. At this stage, successful and suitable candidates are included in the pool of consultants to be utilized as part of a team of classifiers.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of talent acquisition, administration of benefits and entitlements, payroll, performance management, talent development, and policy and employee relations across the Organization.

Tasks and Responsibilities    
     
   

Under the co-ordination of the Classification team, the Consultant will be tasked with:

 

  1. Advising management and staff on organizational development, job design and restructuring, the implementation of the ICSC (International Civil Service Commission) classification standards, and links to talent acquisition, pay systems and performance management;
  2. Designing and revising job descriptions for implementation of the OSCE programmes in co-ordination with responsible programme managers;
  3. Classifying international contracted, seconded, general service posts in the OSCE Secretariat and Institutions, and international contracted, national professional and general service posts in the OSCE field operations in accordance with established ICSC standards; providing a classification report on every post classified outlining the job evaluation result;
  4. Classifying job descriptions of project personnel paid from extra-budgetary funds throughout the OSCE;
  5. Carrying out desk audits, where necessary, as part of job analysis, and preparing reports on job classification issues;
  6. Assisting in the classification process as a part of the OSCE budget submissions for the Unified Budget Proposals;
  7. Reviewing proposals for organizational structuring or restructuring with respect to grading patterns, work allocation, staffing levels, job designs, job descriptions, and use of staff to ensure an optimum staffing structure for programme delivery;
  8. Monitoring grading patterns throughout the Organization to ensure consistency;
  9. Intervening when disagreements over job content, functional title and organizational structure arise and presenting justification for classification decision, when required;
  10. Co-ordinating with the Talent Acquisition Section on the issuance of vacancy notices based on the classified job descriptions; reviewing and confirming grade levels of updated job descriptions before issuance of vacancy announcements.
     
Necessary Qualifications    
     
   
  • University degree in human resources management, public or business administration, or other related social field;
  • A minimum of eight years of directly related work experience in job design, job classification and organizational development in the UN system, or in an international setting, applying the International Civil Service Commission (ICSC) job evaluation standards;
  • Thorough knowledge of job design and classification, human resource management theories and principles, especially organizational development, and links to talent acquisition, compensation, and performance management;
  • Good knowledge of human resources management policies and practices of the UN system;
  • Professional fluency in English, including excellent communication and drafting skills; knowledge of another OSCE language would be an asset;
  • Computer literate;
  • Demonstrated gender awareness and sensitivity, you integrate a gender perspective into your tasks and activities and promote diversity;
  • Flexibility and ability to work under time pressure to meet tight deadlines;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Act ethically at all times and display a professional working attitude and compliance with OSCE Code of Conduct;

Remuneration Package    
     
    Remuneration will be based on the applicable fee scale that applies to the delivery of consultancy services by individual contractors, and shall depend on the complexity of the tasks and deliverables. Daily remuneration for this assignment would be approximately EUR 400.
