Background | ||
The OSCE Programme Office in Bishkek (POiB) has been supporting the digitalization of the host state by providing expert and technical support. Under the Human Dimension Department, the POiB supported the digitalisation of criminal case proceedings by assisting the Prosecutor General’s Office (PGO) in development of the Unified Registry of Crimes and Misdemeanours (Registry). The Registry is gradually expanding by adding new electronic modules to classify other types of crimes and including other government bodies specialising in certain types of crimes or misdemeanours. The availability of digital databases with complete and accurate information will demonstrate the real ability of the government bodies to undertake preventive and other necessary measures to combat crimes and safeguard human rights in all stages. In 2019, the PGO, with the support of the POiB further developed one of the remaining sections of the Registry – “investigative judge” module. Additionally, the POiB supported the development and launch of the Electronic Records Management System (ERMS) of the PGO that will be further integrated to the Registry. In November 2019, the PGO successfully piloted the ERMS in several divisions. In 2020, the PGO with the support of the POiB developed and introduced a mobile Registry as a next stage of Registry enhancement. Moreover, at the end of 2020 the PGO has come with the initiative to develop a database of cases, related to trafficking in human beings (THB), which will be part of the Registry. The idea is to collect data on THB cases and victims of trafficking (VoTs) from all the government bodies involved in combating THB in Kyrgyzstan and assisting VoT. This will allow to have reliable statistics in this sphere and improving prosecution of THB cases, which are often re-classified under different offences. The idea is to channel all the information about THB cases and VoTs from all concerned organizations in one unified database who can collect not only criminal cases, but also provide information on the number of identified victims. In 2021 it is foreseen to continue supporting relevant Government bodies in advancing digitalisation in the spheres related to human security. |
