Background    
     
   

This call for applications is open for persons with citizenship of the Republic of Serbia.

The OSCE Mission to Serbia is working with main youth policy actors (Ministry of Youth and Sports, National Youth Council of Serbia, National Association of Youth Workers and National Association of Youth Offices) in the organization of educational courses on working with vulnerable groups and on non-discrimination principles. To date, more than 250 representatives of youth civil society organizations and local youth offices attended the courses.

The OSCE Mission to Serbia is looking for a consultant to revise the education programme package which is used for capacity building and advocacy efforts and which addresses the legal framework on non-discrimination, current practices in the youth sector, and diversity mainstreaming. The revision will include updating, fine-tuning, incorporating examples from the field etc.

     
Tasks and Responsibilities    
     
   

The consultant will work closely with the Mission and its partners and will follow the Mission’s guidance. Specifically, the consultant will perform the following tasks:

  1. Revise the existing educational programme package in terms of outdated information, language and any substantial or functional typos;
  2. Collect and select practical diverse examples from experience and the field to be included in the package, in consultation with the Ministry of Youth and Sports, National Youth Council of Serbia, National Association of Youth Workers, and National Association of Youth Offices;
  3. Develop an additional concise, practical, and user-friendly chapter of the educational programme package on ‘know-how’ for the improvement of the social inclusion approach which addresses the following topics: internal procedures and regulations of civil society organisations and local youth offices and their associations; inter-sectorial co-operation and networking of stakeholders; advocacy and outreach; support services; methods of working with (vulnerable) youth;
  4. Develop a list of additional resources for inclusion in the educational programme package as an annex;
  5. Attend any meetings with the Mission and/or youth policy actors, as needed.
     
Necessary Qualifications    
     
   
  • Citizenship of the Republic of Serbia;
  • University degree in social studies or other relevant field;
  • Proven track record in writing analytical, strategic or policy papers and in conducting research;
  • Thorough understanding of the youth policy and structures in Serbia;
  • Proven knowledge of social inclusion policies and practices;
  • Experience in directly working with diverse groups of young people, in a civil society organisation or local youth office would be an asset;
  • Computer literacy with practical experience in Microsoft package, including the ability to independently finalize a document for external use;
  • Professional fluency in English and excellent command of written Serbian.
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity.
     
Remuneration Package    
     
   

The consultant will be employed for a period of one month (tentatively starting at the end of March 2018) and would be remunerated a total amount of app. 500 EUR upon completion of the envisaged tasks.
