Background    
     
   

The Government of the Kyrgyz Republic intends to launch a national program aimed at supporting labour migrants to be better reintegrated through improving their entrepreneurial skills and increasing access to preferential sources of credit.

The Ministry of Economy developed a draft program which has to be finalized. The programme is proposed to have two components: (i) improving the selected target groups’ entrepreneurial skills and financial literacy through trainings and consultations; (ii) providing access to preferential sources of finance (loan, credits).

Responding to the request of the Ministry of Economy, the POiB will assist the Ministry in finalizing the draft programme to make it efficient, realistic and containing clear structure and mechanisms of implementation.  

     
Tasks and Responsibilities    
     
   

One local consultant will be contracted for two months to work under SSA modality to finalize the programme “Mekenim”.

  1. Evaluation of the benefits of the program and analysis of the project in terms of the implementation of regional development programs;
  2. Evaluation of long-term demand for this program and analysis of the ability and willingness of beneficiaries to participate in this program;
  3. Identification and analysis of possible additional components;
  4. Analysis and recommendations on the scheme and sources of funding;
  5. Development of the structure of the revolving fund and analysis of the risks;
  6. Recommendations for additional project components to increase its effectiveness;
  7. Legal expertise on barriers and obstacles to project implementation;
  8. Recommendations on amendments to the legislation of the Kyrgyz Republic to ensure an optimal regulatory legal environment for the implementation of program and to draft new regulatory legal acts, if needed;
  9. Market research to identify possible participants by financial institutions and potential investors;
  10. Consultations with investors and financial organizations to identify project weaknesses and possible barriers to successful project implementation;
  11. Analysis of social, economic and environmental impact.

 

Deliverables:

  1. Analysis of the program are prepared and submitted to the MoE;
  2. The structure of the program and the mechanism of the revolving fund are developed;
  3. A package of documents with draft amendments to the legislation of the Kyrgyz Republic and draft new regulatory legal acts (if necessary) are developed;
  4. Other documents which regulates of the program implementation are prepared and submitted to the MoE;
  5. Recommendations and proposals on amendments to the legislation are prepared and submitted to the MoE;
  6. Program implementation plan is developed;
  7. Monthly reports are prepared and submitted to the MoE and the POiB.

Necessary Qualifications    
     
   
  • Undergraduate degree or diploma in economics and finance or other related areas. A Master Degree or MBA would be an advantage;
  • At least 5 years of experience in developing and reviewing regulatory legal acts;
  • Proven practical experience in the field of state regulation of business development and improvement of the investment climate;
  • Proven practical experience in the analysis and improvement of the legislation of the Kyrgyz Republic, including the international one;
  • Proven practical experience in the field of public administration reform, institutional development, strategic planning, aimed at developing entrepreneurship and improving the investment climate;
  • Proven experience in drafting state programs and designing Revolving funds;
  • Good legal analytical skills and knowledge of Kyrgyz Republic legal system;
  • Excellent interpersonal skills; able to relate easily and openly with government officials, private sector; self-motivation.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
