Please note that this is a home-based consultancy assignment of a temporary nature, with an expected duration of approximately 24 working days within the period mid June 2021 – end August 2021.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Office of Internal Oversight (OIO) is part of the OSCE Secretariat in Vienna, Austria. OIO is responsible for planning and delivering internal audits, investigations, and independent evaluations of the Organization's activities, including field operations. The work of OIO assures the adequacy of governance, risk management, and internal control, ensures compliance with the Organization's internal control framework, and enhances performance and the efficiency and effectiveness of operations. The Evaluation Section of OIO further contributes to organizational learning and helps to ensure the quality and relevance of the OSCE's work.

Tasks and Responsibilities    
     
   

The OSCE is looking for a qualified candidate to assist OIO in conducting an independent evaluation of OSCE's interventions to strengthen Rule of Law compliant criminal justice responses to terrorism, which have been implemented over the period 2014-2020. More specifically, the independent evaluation will aim at assessing:

  1. To what extent the assistance provided by the OSCE to participating States has been relevant and coherent with other activities in the field of Rule of Law and counter-terrorism;
  2. To what extent it has achieved its objectives; and
  3. What lessons can the OSCE learn to benefit future programming in the field of Rule of Law and counter-terrorism.

 

The selected consultant will be expected to conduct data collection (through desk research, key informant interviews, a survey) and analysis; as well as prepare summary reports of key informant interviews, a draft evaluation report, a final evaluation report and a PowerPoint presentation containing the evaluation main findings and emerging conclusions.

Necessary Qualifications    
     
   
  • A Masters or higher level degree in social sciences or a related field (development studies, political sciences, economics, evaluation, etc.);
  • A minimum of 8 years documented evaluation experience, preferably in a lead role. This includes proven knowledge of evaluation methodologies and approaches;
  • Documented multi-year experience in conducting independent and/or thematic evaluations of Rule of Law and human rights based interventions to counter terrorism;
  • Documented multi-year experience with gender mainstreaming in evaluation;
  • Documented professional experience working with international and/or regional organizations (specific knowledge of the OSCE would be an asset);
  • Proven experience in producing coherent and clear analytical reports;
  • Professional fluency in English (both written and spoken).

Remuneration Package    
     
   

Remuneration will depend on the selected consultant's/expert's qualifications and experience and in accordance with the OSCE established rates.
