Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 54 working days.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States (pS) enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions

 

The OSCE CPC/FSC support section (in continuation the OSCE) has developed an Extra-budgetary Project “Forum for Security Co-operation E-Learning Programme” that aims to increase the knowledge of the OSCE participating States (pS), point of contacts in Capitals and OSCE Executive Structures about the politico-military dimension of the organization, entailing the broad and diverse agenda of the Forum for Security and Co-operation (FSC).

 

A two-phase approach is proposed in order to reach the desired objective. During the first phase an introductory course on Conventional Arms Control and Confidence and Security Building Measures (further – the course) will be developed that consists of topics such as Vienna Document, Conventional Arms Control, the OSCE Code of Conduct for Politico-Military Aspect of Security and Military Information Exchange. Before initiating all four modules of the course, a pilot learning module “Introduction to the Vienna Document” will be launched to identify the functional and technical requirements to help define the format, the content and other details that need to be taken into consideration. A face-to-face seminar is also planned to be organized to bring together delegates of the pS in Vienna and discuss the course topics. To increase expertise on practical aspects of the FSC, a second phase of the project will follow upon completion of the first one.

 

This specific consultancy post is focused implementation of the first phase in contracting an expert for developing the content of the introductory e-learning modules on the course topics, and organizing one face-to-face seminar.

     
Tasks and Responsibilities    
     
   

The OSCE is looking for qualified candidates to the consultancy position of an Expert on the OSCE politico-military dimension, having an in-depth knowledge on FSC topics. The consultant should also have an experience in development of training modules in the security and military field. More specifically:

 

  • Preparing the Pilot e-learning module on Introduction to the Vienna Document for launching it by the end of February;
  • In close co-operation with the subject experts at the FSC Support Section developing content of other three introductory e-learning modules of the Course on themes such as Conventional Arms Control, the OSCE Code of Conduct for Politico-Military Aspect of Security and Military Information Exchange;
  • Co-operating with the technical consultant in placing the introductory e-learning modules of the Course on the OSCE external platform – “OSCE E-Learning platform”;
  • Assisting in awareness raising among pS of the developed introductory e-learning modules of the course activities;
  • Organizing the assessment of the introductory e-learning modules of the course, to garner lessons learnt from the assessment questionnaires and formulating recommendations.

Necessary Qualifications    
     
   
  • University degree in security and/or military sciences, or equal education;
  • Minimum of 10 years professional experience in defence sector, including experience working with armed forces and/or law enforcement, as well as international subject matter organizations;
  • In-depth knowledge of the OSCE political-military dimension and various topics of broad agenda of the Forum for Security Co-operation; 
  • Proven experience in academic and/or practical work on development of learning modules and training;
  • Excellent analytical, diplomatic and negotiation skills;
  • Excellent oral and written English language skills and the ability to draft documents clearly and concisely;
  • Flexibility and ability to work under pressure in a challenging environment and within limited time frames;
  • Professional competence with MS Office and Windows applications, including word processing and e-mail;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity as well as ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Remuneration will depend on the selected consultants/experts qualifications and experience and in accordance with the OSCE established rates.
