The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management, training and ethics across the Organization.
The Recruitment Unit, as part of the Talent Management Section of the DHR, comprises ten staff members and is primarily responsible for the recruitment and selection of international contracted and seconded staff for the Secretariat and field operations and general services staff, temporary staff & consultants at the Secretariat.
The objective of the consultancy is to develop requirements for OSCE’s New Recruitment Platform. Consultant will need to take into consideration the existing processes, as well as recommend steps to optimize them. The ultimate goal is to have optimized requirements to support the selection of the right Technological Solution for Processing Candidates for the Organization. Consultant is expected to deliver the necessary information package to be used by a third-party provider to create/customize OSCE’s new recruitment platform. This “Requirements Document” should contain the requirements to conduct OSCE’s recruitment process in an efficient and effective manner under the existing rules and regulations, but contain insights into potential changes that could support modernization of our processes overall from requisition creation to vacancy posting to candidate experience to selection and hire). Therefore, consultant should focus on proposing solutions to streamline and optimize processes as results of his/her assessment. These solutions should cover, but not be limited to all types of contracts at the OSCE. |

Tasks and Responsibilities | ||
Under the direct supervision of the Chief of Recruitment and in co-ordination with stakeholders in multiple departments, including but not limited to, Human Resources, Information and Communication Technology among others, the Recruitment Platform – Requirements Consultant will conduct the following activities:
Deliverables: 1. Report on Requirements for OSCE’s New Recruitment Platform including process optimization; 2. Proposal on potential areas for optimizing and streamlining recruitment processes with identified action areas, stakeholders and potential steps; 3. Recommendations on how the OSCE can support the management of applications for all types of contracts including Internationally Seconded, Internationally Contracted, Consultants, Interns and related, in line with rules and regulations, IT and legal requirements.

Remuneration Package | ||
Remuneration will depend on the selected consultant’s qualifications and experience and will be in accordance with the OSCE established rates. | ||
