Background    
     
   

Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 120 working days within the period 1 April 2021-31 December 2021.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE’s role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security.

 

The OCEEA within the framework of its extra-budgetary financed project “Strengthening Responses to Security Risks from Climate Change in South-Eastern Europe, Eastern Europe, the South Caucasus and Central Asia” aims to raise awareness and increase capacities of the OSCE participating States to assess and address potential security risks stemming from climate change in the project regions.

     
Tasks and Responsibilities    
     
   

The OSCE is looking for qualified candidates to the consultancy position to provide support to the Deputy Co-ordinator (Head, Environmental Activities) in managing the implementation, monitoring and reporting of the above-mentioned project, in accordance with the overall project work plan, within the set timelines and available resources. More specifically:

 

  1. Advising on the smooth implementation of the project with a view to ensuring its coherence with relevant OSCE policy documents, and with relevant provisions of regional and global policy frameworks and agreements, including the 2030 Agenda for Sustainable Development, the Sendai Framework for Disaster Risk Reduction (2015-2030), Paris Agreement, as well as other relevant Multilateral Environmental Agreements;
  2. Ensuring that project goals are accomplished within the approved schedule and budget;
  3. Identifying key local, regional and international stakeholders for co-operation within the framework of the remaining project activities;
  4. Developing Terms of Reference for Implementing Partner(s) and/or local and international experts to be engaged;
  5. Liaising with project beneficiaries and project partners at all levels and relevant OSCE Field Operations for the smooth implementation of the project;
  6. Ensuring effective and accountable management of project resources, and regular monitoring and reporting of project activities;
  7. Supporting mobilization of additional project resources;
  8. Enhancing project visibility and promotion;
  9. Participating in and providing substantive contribution to project meetings and other relevant meetings.

Necessary Qualifications    
     
   
  • University degree in environmental management, economics, international relations or political science;
  • A minimum of 15 years of progressively responsible experience in the field of climate change and environment, including in advisory functions, at least five years of which in an international environment; previous experience with the OSCE would be an asset;
  • A minimum of 15 years of relevant international experience in managing and monitoring large projects in environmental field, preferably in the area of environment, climate change and security; experience with OSCE policies and project management procedures would be an asset;
  • Proven knowledge and experience with global and regional policy and legislative frameworks, including the 2030 Agenda for Sustainable Development, Sendai Framework for Disaster Risk Reduction (2015-2030), Paris Agreement and other relevant Multilateral Environmental Agreements;
  • Proven previous experience in working with government and other national institutions and counterparts, UN agencies, international NGOs, think tanks and other relevant stakeholders;
  • Proven practical experience and sound knowledge of climate change, environment and security issues in South-Eastern Europe, Eastern Europe, the South Caucasus and Central Asia; an in-depth understanding of potential security risks stemming from climate change in the project regions would be an asset;
  • Demonstrated experience in resource mobilization and partnerships;
  • Professional fluency in written and spoken English; knowledge of other OSCE working languages would be an asset;
  • Excellent computer skills, particularly with Microsoft Office (Word, Excel, Outlook and PowerPoint);
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
     
Remuneration Package    
     
    Remuneration will depend on the selected consultant’s/expert’s qualifications and experience and in accordance with the OSCE established rates.
