General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
First-level university in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
Experience working with human rights, minority or gender issues
Demonstrable organizational, analytical, communication and interpersonal skills
Experience in drafting reports
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
First-level university degree or equivalent experience
Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred
Mission Specific Requirements
Additionally, this particular post has specific requirements:
First-level university degree in law, human rights, community rights, political science, international relations or related field;
Knowledge of international human and community rights standards and the legal framework in Kosovo;
Experience working with human rights, community or gender issues;
Experience in analyzing information from field sources in order to assist in the creation of policy objectives and translating those objectives into plans of action;
Experience in assisting in the design and implementation of strategies for community participation;
Professional fluency in English.
Knowledge of the political environment;
Knowledge of the situation regarding the non-majority communities;
Cultural sensitivity and judgement;
Ability to produce analytical reports;
Ability to draft, implement and evaluate projects;
Flexibility and ability to work under pressure and with limited time frames;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Ability to operate windows applications, including word processing and e-mail;
Experience in negotiation/mediation;
Knowledge of a local language or most common lingua franca; and
Previous experience in field missions, preferably in South East Europe.
Tasks and Responsibilities
Under the direct supervision of the Chief of Communities Section, the incumbent will be responsible for:
Identifying community issues, analyzing their implications and providing advice and recommending action to be taken by the Section/the Mission. Contributing to the formulation of strategic planning by proposing to the Department policy directives and action for immediate and long-range solutions;
Providing input to the formulation of advice and follow-up regarding the findings of the proactive monitoring of the institutions at all levels;
Establishing and maintaining contacts with representatives of communities, political parties and civil society; maintaining up-to-date knowledge of the community rights situation both locally and in the region;
Contributing to the functioning of sectoral working groups to ensure incorporation of community concerns/needs in governmental policy and practices;
Developing and participating in activities aiming at promoting the participation of communities and international community rights standards, and their possible implementation;
Facilitating dialogue and negotiated solutions between community representatives and government actors;
Following up on the implementation of recommendations and decisions adopted in OSCE Mission in Kosovo reports and other leading actor reports;
Participating in the drafting of thematic reports on community issues;
Participating in the drafting, implementing and evaluating of projects on community issues;
Organizing roundtables, seminars and conferences on specific communities related issues;
Reviewing and commenting on draft laws and regulations;
Performing other duties and responsibilities, as assigned.
