Background
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Communications Assistant in Sievierodonetsk. The OSCE is committed to achieving a better balance of women and men within the Organization.

 

Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities
     
   

Under the direct supervision of the Communication officer in Monitoring Team (MT), the Communication Assistant provides full range of Communications services in the MT.

 

  • Installs and maintains the communication equipment required for on-going functioning of the VHF/HF, Satellite, GSM and other communications equipment in the offices and vehicles, including Forward Patrol Bases within the Area of Responsibility (AOR) of MT;
  • Responsible for ensuring good quality of services from the local telecommunications service providers;
  • Acting as focal point for all user related issues in conjunction with Comms equipment; responding to requests for assistance from users; logging calls in a database; maintaining accurate log entries of requests with fault details;
  • Searching documentation and previous requests for assistance on related topics to find most effective solutions;
  • Escalate requests to Kyiv Head Quarters (HQ ) ICT service desk if needed;
  • Performs periodic quality tests of Office’s Communications Systems (GSM, Satellite, HF, VHF, switchboards, leased lines, etc.);
  • Facilitates effective operation of OSCE Cameras installed at Observation Point in the AOR of MT;
  • Check, monitors effective operation all ICT equipment, internet, communication provision in Forward Patrolling Bases within the AOR of MT;
  • Performs other related duties as required. May be called to drive official vehicles.

 

As part of the recruitment process applicants must be determined as fit to work for the SMM prior to appointment/assignment, by completing a medical examination form and/or medical questionnaire, which will be assessed by a duly qualified medical practitioner appointed by the SMM.

     
Necessary Qualifications
     
   

The candidates should have the following minimum qualifications:

 

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education supplemented by technical training in communications networks, switchboards, communications systems to include VHF, HF, GSM, Satellite systems;
  • Minimum 4 years working experience with telecommunication equipment with a special knowledge in ISDN lines, VHF/HF and also experience with satellite communication systems;
  • Understanding of network protocol TCP/IP, Network topology;
  • Technical knowledge in IT areas, to include Microsoft Operation Systems and MS Office Applications;
  • Valid driving license;
  • Very good communication skills and competence in handling user’s problems;
  • Professional fluency in the English, Ukrainian and Russian languages, both oral and written;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Flexibility and ability to work under pressure and with limited time frames.

Remuneration Package
     
    Monthly remuneration, subject to social security deductions is 988.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
